Duties

Help
  • Process or review a wide variety of standard pay actions which establish, maintain, adjust or close pay accounts to adequately compensate service members, active or retired.
  • Reviews source, substantiating and supporting pay authorization documents to ensure completeness, propriety, authentication, accuracy, and compliance with applicable regulations, policies and precedents.
  • Enters pay transactions into the organization's automated pay system.
  • Makes standard adjustments to pay accounts and processes actions to adjust accounts, if necessary.
  • Provides one-on-one assistance to service members and annuitants explaining standard pay entitlements, answers inquiries regarding new accounts, cost-of-living adjustments methods of computation, etc.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
  • Obtain/Maintain Financial Management Certification.
  • Registered for Selective Service (males born after 12-31-1959).
  • Suitable for federal employment.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-04) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience for the GS-5 is defined as:

Performing financial duties that support the processing of financial/accounting transactions using standardized procedures to include reviewing documents for accuracy and inputting financial/accounting information into an automated system and correcting invalid/incorrect transactions.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.

Education

GS-05 SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience requirement.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

Failure to provide transcripts, or a determination that you do not possess the education requirement, will result in objection to your qualifications, and removal from consideration in accordance with competitive examining procedures.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education.

US Army Financial Management Command

USAFMCOM is a Major Subordinate Command to the U.S. Army Materiel Command (AMC) whose mission is to deliver logistics, sustainment and material readiness from the installation to the forward tactical edge to ensure globally dominant land force capabilities. USAFMCOM performs Army-wide and Army-unique actions such as financial management functions and financial support services. These include but are not limited to: financial systems support and sustainment; technical training; electronic commerce; classified finance and accounting; audit resolution strategies; standardization of financial business processes; functional sustainment to the General Funds Enterprise Business System (GFEBS) ERP, as well as liaison functions throughout the Army and Defense Finance and Accounting Service (DFAS). USAFMCOM also provides technical coordination for Finance and Comptroller (FC) units and military pay support with commands across the Army, in order to ensure the effective implementation of policies and programs to support optimally resourcing the Army and supporting Soldiers.
