Duties

Help
  • This warranted appointment will give the employee the authority to act on the behalf of the U.S. Government and bind the Government to the documents executed by the employee.
  • Monitor contractor performance for compliance with applicable laws, data reporting requirements, and payment provisions.
  • Serves as a warranted Administrative Contracting Officer (ACO).
  • Incumbent is warranted with unlimited signatory authority as defined in FAR 42.302 and DFARS 242.302. The GS-13 level is unlimited; the GS-12 level has a limited warrant.
  • Responsible for contract administration at a contractors facility involved in the production of major defense systems (MDSs) or major subsystem, the ACO maintains cognizance over a series of complex contracts, grants and other transactions.
  • Contracts administered may have complex short or long-term cost, incentive, re-determinable, flexibly priced, and complex firm fixed-price type contracts.
  • Grants/Agreements may require separate appointments as Administrative Grants Officer (AGO) and/or Administrative Agreements Officer (AAO).
  • Responsible for communication with external and internal DoD partners, including Procurement Contracting Officers, Program Managers, Auditors, Inspector General representatives, Cost Monitors, and Government/Contractor Executive Senior leaders.
  • Establish and negotiates government position, and reviews contractor s practices and proposal pertaining to government contracts.
  • Reviews, amends, and accepts/rejects the completed work of team members.

Qualifications

To qualify for a Contract Administrator, your resume and supporting documentation must support:

A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.

B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position.

C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. To qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • GS-12: Monitoring and evaluating the progress and performance of contractors during the life of the contracts; applying Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), contract administration principles and policies to administer a group of contracts; monitoring contractor performance for compliance with contractual requirements; and recommending and submitting documents for contract close out review by Contracting Officer.
  • GS-13: Applying Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), contract administration principles and policies to administer a group of contracts; determining approach to be taken and methodology to be used to negotiate significant contract administration issues; monitoring and evaluating contractor performance by negotiating and executing contract changes, authorizing payments, and resolving post award issues; and administering efforts affecting the costs and profit of the contractor through price adjustments and negotiations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
