4-Year 7306 appointment with potential for re-appointment (not guaranteed. This is a Pay Table 6, Tier 2 position. Salary range is $145,000 to $249,000.

The incumbent of this position serves as the Medical Inspector (MI) in the Office of the Medical Inspector (OMI), Veterans Health Administration (VHA) and reports to the

Associate Deputy Under Secretary for Health Office of Oversight, Risk and Ethics (10ORE).



The incumbent is a licensed board certified physician recognized in one or more medical specialities. The incumbent possesses strength in quality improvement, investigations, healthcare assessment and analysis. The incumbent must have demonstrated sound judgment involving healthcare or system wide healthcare practices and posses excellent speaking and writing skills. The incumbent's professional reputation and commitment to the highest ethical standards must be beyond reproach.

The Office of the Medical Inspector (OMI) at the discretion of the Under Secretary for Health (USH), assemble and lead Department of Veterans Affairs (VA) teams to investigate Office of Special Counsel (OSC) and Non-OSC whistleblower referrals alleging conduct that may constitute a violation of law, rule or regulation; gross mismanagement; abuse of authority; or a substantial and specific danger to public health or safety. The issue may involve the care given to a single Veteran, to groups of Veterans at one or more VHA healthcare facilities, or it may involve examination of system wide healthcare practices.

The Ml reviews and determines if the referral falls under the purview of OMI. If accepted, the MI designates a team of OMI Clinicians and Subject Matter Experts to perform an investigation. After the investigation is complete the team prepares a report of investigation containing background, findings, conclusions and recommendations. The MI oversees the recommendations for action contained within the report through the monitoring of Action Plans developed by the entity investigated.

Qualifications

BASIC REQUIREMENTS FOR PHYSICIAN

  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of VA for the year in which the course of study was completed.
  • Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA. Please provide proof of your unrestricted license in your resume or attach a copy with your application.
  • Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training.
Other Qualification Requirements:
  • Licensed physician who has been in professional practice with progressively more complex leadership assignments in clinical and administrative areas, with an additional expertise in the area of health care policy and management.
  • Must demonstrate the use of sound clinical and administrative judgement as well as leadership to interdisciplinary clinical and administrative group.
  • Extensive knowledge, understanding, and experience with performance improvement activities and knowledge of health care systems, organizational dynamics, and work processes.
  • Demonstrates skill in interpersonal communication to work with key personnel and experience with team building and group dynamics.
  • Ability to speak publicly and present to a variety of groups.
  • Knowledge of VA rules, regulations, policy development and performance measures systems and their use to improve patient care and assure patient satisfaction.
DEMONSTRATED LEADERSHIP EXPERIENCE:

Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems.

In addition to basic requirements, the following executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.
