Summary

Serves as a Wildlife Biologist within the USDA, APHIS, WS and performs assignments involving project and program delivery, management, and administration with minimal supervision. The work is primarily concerned with wildlife damage management operations relating to the assessment, reduction, and/or elimination of problems associated with wild and/or feral animal species in urban, suburban, and rural environments. Both operational management and information sharing activities are conducted.

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • May perform a variety of technical procedures including capture, restraint, chemical immobilization, marking, transport, euthanasia, and/or necropsy of wildlife.
  • Modifies or adapts established damage or disease control techniques as necessary to meet local conditions and address specific environmental, economic, or political considerations.
  • Monitors and ensures compliance with program directives, and local, State, and Federal laws and regulations in wildlife damage management activities.
  • Gathers, compiles, evaluates, and presents data on damage or hazards caused by various wildlife species to cooperators, stakeholders, and colleagues through project or program reports.
  • Communicates safe and effective damage management techniques through outreach and other channels to the general public.
  • Knowledge of wildlife ecology and to develop or improve methods to reduce the risks of damage to resources or disease transmission to domestic animals and humans.
  • Ability to gather, organize, and analyze data using techniques and technologies such as telemetry, GPS, GIS, web-based systems for data entry and administrative processes.
  • May be required to take extensive training and recurrent training on wildlife damage or disease recognition, control methods, and techniques.
  • Through supervisor and assisted by WS National Environmental Policy Act (NEPA) staff, develops and maintains categorical exclusions, monitoring reports and other documents required by NEPA.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Expertise in interpreting and applying regulations related to regulatory approval of pesticide, animal drug, vaccine, and/or biologic materials.
  • Expertise in applying biological, chemical and/or ecological sciences to pesticide, animal drug, vaccine, and/or biologic material product development processes.
  • Expertise in planning and managing complex, long-term projects.
  • Demonstrated experience in performing high-level support functions of a multi-disciplinary team

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Leadership in interpreting and applying regulations, guidelines and procedures related to regulatory approval of pesticide, animal drug, vaccine, and/or biologic materials.
  • Experience with preparing federal procurements and contracts for scientific and technical services and serving as the COR or principal technical representative.
  • Expertise and demonstrated leadership in applying biological, chemical and/or ecological sciences to pesticide, animal drug, vaccine, and/or biologic material product development processes.
  • Expertise in administration, project management, toxicology, statistics and environmental impact assessment.
  • Expertise and demonstrated leadership in planning and managing complex, long-term projects.
  • Demonstrated experience serving as the leader of a multi-disciplinary team to plan organize and manage resources and subordinates within Agency and Departmental regulations
