The Administrative Officer (AO) for the Sensory and Physical Rehab Service Line (SPRS) at Manchester VAMC serves as a vital member of the service line and resource to the service line management team. The AO provides oversight of and leads innovations to improve access and overall clinic functioning in the service line. Integral to the duties will be the ability to access, review, analyze, and summarize data for all services covered under the Sensory and Physical Medicine Service Line. The AO will work closely with the clinical staff as a key partner in the development of provider clinics. The Sensory and Physical Rehab Service Line provides many services to Veterans and Veteran family members at the Manchester VA Medical Center, Brady Sullivan Tower, and in the community. Sensory and Physical Medicine has a vast number of clinics that this position must support including the following: PM&R(PT/OT/Speech), offsite HBPC OT, offsite & onsite Recreation Therapy, Whole Health in the CBOCs and in the community, Audiology, Spinal Cord Injury, Traumatic Brain Injury, Blind Rehab, Amputee Care, Wheelchair Clinic, Physiatry, EMG, and all telehealth services offered by these various clinics.

The Administrative Officer (AO) works independently for planning, developing, and directing all administrative functions pertaining to outpatient and inpatient SPRS care, and for the administrative coordination of all sections under the Sensory and Physical Rehab Service Chief's jurisdiction.

The AO is involved in all facets of the SPR Service Chief work and serves as consultant when the SPR Service Chief is called upon to render professional judgments, which require consideration of administrative factors.

Attends meetings at the request of the SPR Service Chief and represents SPRS on committees, task forces and in other forums as designated by the SPR Service Chief.

-Interchange Agreements with Other Merit Systems: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) formerly 38 U.S.C. 4104(1) and (3) must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: Applicants may qualify based on specialized experience. Specialized experience would typically include but not limited to: Knowledge of health care delivery systems and the coordination required between administrative and clinical services, and necessity to coordinate clinical services between non-VA facilities and VA facilities. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization including administrative practices and procedures common to health care organizations. Ability to use qualitative and quantitative employees to obtain information about organizational missions, functions, and work procedures OR

Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR,

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 year of graduate education

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
