Help

This position reports to the Director of Engineering. The Deputy Director Engineering:

In partnership with the Director, plans, directs, and coordinates the engineering, development, and operational activities of the Engineering Directorate.

- Promotes and applies state of the art engineering practices in development of hardware, facility programs and projects and leads the Center-wide coordination of engineering policies.

- Develops and strengthens the Center's core competency across a broad spectrum of engineering
disciplines, including electrical engineering, mechanical engineering, thermal engineering, mission design, aerodynamics and scientific instrument development.

- Develops and manages small spaceflight missions, from initial mission planning and development,
including systems engineering and project management, through mission execution and operations.

- Develops and strengthens NASA-ARC's mission operations capabilities through the Directorate's
Multi-Mission Operations Center (MMOC), in service to missions from across the Center and external partners.

- Collaborates with other directorates and organizations, to define and develop instrumentation and technologies of strategic importance to the Center's priorities and lead/participate in project teams.

- Supports the Center advocacy efforts to acquire new business, directs advanced engineering studies in support of Center proposals, manages and provides technical oversight for research, technology development, validation, and technology transfer activities for small satellite missions, and provide engineering support for all Center activities involving the design, development, machining, fabrication, modification, assembly, and inspection of unique or one-of-a-kind research hardware systems.

- Maintains and enhances this Directorate's role as one of the Agency's primary competencies in small spacecraft and Class D missions, including overseeing and providing project planning and control for all the Engineering Directorate lead projects at NASA Ames.

- Responsibilities require substantial coordination across the Agency, and other government agencies involved in space project research, academia, industrial partners, and foreign governments involved in international partnership missions.

- Serves on Agency-wide or inter-governmental committees to define and explore new spaceflight mission concepts, manufacturing quality and efficiencies, and engineering management efforts within the Federal Government.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST address the MTQs, but do not need to address the ECQs.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated ability to lead, manage, and direct a large multi-disciplined, highly technical, matrixed organization performing the full range of engineering in aeronautics, advanced exploration, and science programs

MTQ 2- Demonstrated leadership and vision in identifying and implementing innovative and emerging engineering and technology activities to stay on the cutting edge, including infusion of new technologies into instruments and missions to reduce mission cost and enhance research and discovery.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
