The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

  • Serves as project leader for the planning, development, coordination, and implementation of very broad and complex OITA projects that impact MITS and other business units. As the resident expert relating to all aspects of project planning and implementation, the incumbent serves as an expert in the field of acquisition and the primary point of contact for program officials on all acquisition and administrative matters affecting the major procurement of supplies, services (including information technology, architectural and engineering, or research and development) using formal advertising or negotiation procedures; the evaluation of the most important contract price proposals; and administration or termination and close out of major contracts.
  • Utilizes the full range of project management skills in the accomplishment of work assignments. The incumbent is responsible for training the workforce and bridging the skill gap in the area of contract work which includes writing policy and providing authoritative recommendations to improve procurement operations and customer service; and developing or presenting training on procurement-related topics.
  • Manages complex, sensitive, critical, and precedent-setting IRS procurement programs and initiatives that serve as a guide for other IRS procurement activities; assists primary customers in developing statements of work and procurement strategy; and, develops evaluation plans, pricing methodologies, and major contract administration plans.
  • Plans, establishes, and coordinates operating methods and procedures for accomplishing acquisitions. Establishes a system to review, control, and report on acquisition status. Conducts in-depth analysis of acquisition data, requirements, and effect on overall achievement goals. Identifies problem areas/trends and determines best approach for addressing and resolving. Initiates briefings and prepares comprehensive reports to keep managers and executives fully apprised of acquisition plans and progress, and to communicate findings and recommendations.
  • Takes a leadership role in coordinating and representing top management's position on complicated and controversial acquisition issues with all impacted parties. Articulates authoritative information in policy areas ensuring all requirements of law, executive orders, regulations and other applicable procedures including clearances and approvals have been met as required with contracting policies and procedures. Serves as a key point in facilitating the resolution of controversial/sensitive issues through creative methods and techniques.

- Tour of Duty: Monday to Friday, 7:30am-4:00pm
- Alternative work schedule, staggered work hours or telework may be available.
- If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
- Must be a U.S. Citizen or National.
- A 1-year probationary period is required.

- Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
- Provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT : Completion of all Mandatory Training: Applicants must meet the mandatory training requirements as described in Department of Treasury Acquisition Career Management Program Handbook. AND
Four (4) years of experience in contracting or related positions. At least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Acquisition planning, contract formation, partnering with government and industry, administration, and resolution of disputes and claims, and providing procurement advice and counsel to agency program managers and executives; Responsible for overseeing the development and execution of the contracting portion of project management plans; Ensuring the award and administration of contracts complies with applicable contracting laws, directives, and policies; Managing the procurement of all types of equipment, supplies and/or services using multiple acquisition strategies including competition or contracting by negotiations, settlement of terminations for convenience and default, claims for delay and disruption, and resolution of contractor performance issues. AND
Four 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on January 1, 2000. This applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
