Summary

As a FEB Program Director, the incumbent will implement Federal initiatives and policies, while providing targeted training programs, employee development, shared resources, and local community outreach and participation.

Location of position: 230 S. Dearborn Street, Chicago, IL 60604

The FEB office serves as a model for partnership-based government by identifying common ground and building cooperative relationships across Federal government and non-Federal agencies.

Duties

Help

Coordinates, plans, organizes, surveys and conducts analyses and studies of policy issues in the Federal community. Determines area for improvement and develops methods to improve the accuracy, adequacy and timeliness of information and systems in place for disseminating information about government-wide programs and workforce issues to senior Federal managers. 

Drafts study plans, gathers data, analyzes data, identifies problem areas, and develops and presents alternatives and recommendations based on study findings to the FEB Policy Committee. Consolidates and prepares final written reports for the FEB as needed and meets with management officials to advise on the practical and effective implementations of recommended changes.

Coordinates, plans, and implements all FEB activities associated with emergency planning, preparedness and response. Maintains on demand readiness to initiate the Everbridge emergency communications system (or other appropriate system) as required by OPM. Participates in related computer based emergency training, as required, and participates in available emergency preparedness classes in order to stay up-to-date.

Provides leadership and oversight for the Combined Federal Campaign (CFC) through the FEB organized Local Federal Coordinating Committee (LFCC) and Outreach Coordinator (OC) which has the overall responsibility of conducting the CFC.

The Federal Executive Boards (FEB) is an interagency forum for communication and collaboration among Federal agencies outside of Washington, DC. The main responsibility of the FEB Executive Director is to bring together, and work with, senior executives from different agencies as members of the Board. Acts as the primary facilitator of interagency cooperation for Federal Executive Board (FEB) Lines of Business with local federal agency heads("FEB membership"), and the US Office of Personnel Management FEB office in Washington, DC. 

The Chicago Federal Executive Board (FEB) represents over 40,000 Federal employees. They work for 43 agencies in 178 offices located in the metropolitan Chicago area including the following eleven counties: Cook, DuPage, McHenry, Lake, Will, Grundy, DeKalb, Kendall, and Kane in Illinois, and Lake and Porter in Indiana. The Chicago FEB also serves approximately 8,861,000 people.

The GS-14salary range starts at $120,755.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is expertise planning, administering, and evaluating the development of major agency/organizational programs and/or projects (including research, education, training, career development, and/or managing a related information system). This experience must include application of management principles and processes; analytical and evaluative methods for assessing program and project management and improving organizational effectiveness and efficiency; effectively communicating and defending recommendations.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of a comprehensive range of the organization and of goals, priorities, policies and commitments of the agency Program to promote the program’s mission and objectives.
  • Ability to apply new or experimental theories and developments in assessing, improving, and solving problems relating to the effectiveness of the agency program.
  • Ability to increase the effectiveness and efficiency of support provided to senior management of the Federal community in terms of service and/or operational aspects.
  • Knowledge of agency program design where boundaries are extremely broad and difficult to determine in advance.
