This position is located at Treasury Departmental Offices within the Office of the Fiscal Assistant Secretary. The incumbent serves as a Policy Analyst (Gulf Coast Restoration), responsible for overseeing Treasury's awards administration and management and compliance oversight and monitoring functions for the Gulf Coast Restoration Trust fund, authorized under the Resources and Ecosystems Sustainability, Tourist Opportunities and Revived Economies of the Gulf Coast States Act of 2012.

Duties

Help

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Identifies, analyzes, proposes, and develops policies, processes, procedures, products, and strategies related to RESTORE Act programs that will allow the OGCR to meet regulatory and/or oversight body requirements of the office and enhance program efficiency and effectiveness.
  • Collects, analyzes, summarizes, and presents data to evaluate policy and operational alternatives and make data-driven recommendations for program policy and operations, and to enhance program efficiency and effectiveness.
  • Designs and uses reporting tools and performance metrics to track and report program performance and project progress to senior management.
  • Leads team studies in policy planning and development, ensuring that each office's needs are being met and that internal controls are understood and adhered to in policy work, and negotiates with management to accept recommended changes to work processes when appropriate.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience with all of the following:

  • Analyzing policy, regulatory, and legislative changes to federal, state or local grant programs and developing recommendations on how to best implement these changes; AND
  • Leading the implementation of senior management directed changes; AND
  • Developing written guidance for the beneficiaries or recipients of federal, state, or local grant programs; AND
  • Developing policies and procedures to enhance the effectiveness or efficiency of federal, state, or local grant programs
Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience with all of the following:
  • Interpreting policy, regulatory, and legislative changes to federal, state or local grant programs; AND
  • Assisting in developing written guidance for the beneficiaries or recipients of federal, state, or local grant programs; AND
  • Assisting in developing policies and procedures to enhance the effectiveness or efficiency of federal, state, or local grant programs

CONDITIONS OF EMPLOYMENT:
