Duties

As a Purchasing Agent (OA)your typical work assignments may include:

  • Processes purchase requests through delivery orders, government purchase card, purchase orders, blanket purchase agreements, and memoranda of understanding.
  • Develops purchasing/solicitation strategy by analyzing a variety of information, such as specifications, FAR parts, history files, market conditions, item characteristics, or catalogs, and analyzing various tradeoffs, such as cost of renting vs. purchasing, free services included, vendor reputation or previous performance, etc.
  • Enters into a variety of purchase action types.
  • Performs in-depth analysis of specifications for specialized or "made to order" equipment.
  • Develops recommendations for award based on terms of purchase order or bids/quotations.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. Qualification claims will be subject to verification.

You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent GS-1105-06 for the GS-07; GS-07 for the GS-08. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes:

GS-07:
1.) Reviewing purchase requests for completeness and accuracy
2.) Employing a number of conventional methods to resolve a variety of purchasing problems
3.) Processing purchasing requests on a wide variety of office equipment, supplies, and services
4.) Issuing modifications and purchase order awards.
GS-08:
1.) Performing complex purchasing work procuring equipment and supplies for an agency
2.) Negotiating blanket purchase orders and memoranda of understanding
3.) Processing purchase requests through delivery orders, government purchase card, purchase orders, blanket purchase agreements, and memoranda of understanding
4.) Recommending revisions to statement of work or specifications
5.) Performing comprehensive cost analysis on goods and services.

PROFIENCY REQUIREMENT: Must be able to type 40 words per minute, with 3 or fewer errors.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
