The incumbent serves as a Writer-Editor for ES. This position involves proofreading and editing materials, such as reports, publications, regulations, articles, news releases, training materials, letters, memoranda, brochures, administrative policy, testimony, and presentations.

Prepares various types of correspondence, ensuring that products are tailored specifically to the format and style conventions established by the Director of ES. Works closely with authors during the revision process to achieve a substantial degree of balance between the often-differing opinions of command and staff so that each viewpoint is presented fairly. Incumbent also assists staff and technical subject matter experts in preparing clear, accurate, and concisely written documents in the appropriate style for release to multiple audiences via the media. Examines the content of documents for clarity and length and organizes the material structurally in terms of the order of sentences, paragraphs, sections, and findings to improve presentation. Assesses whether technical matters can be clearly understood and determines whether findings support the recommendations and the overall conclusions of the document. Assures information presented is complete, accurate, up-to-date and fully supportive of OIG's position.

Reviews the work of ES staff in their preparation of correspondence by advising and assisting them during the writing stage of referral letters and editing the text for clarity, accuracy, and grammatical correctness before preparation for the signature of the ES Director or others. The incumbent will proofread and edit material and, when appropriate, rewrite all or portions of correspondence that do not require technical or professional knowledge of the subject, coordinate with the writer to address unanswered questions and resolve unclear language, monitor the status of correspondence and other documents, and follow through to ensure that deadlines are met.

Exercises judgment in determining whether to return to components material for rewriting; maintains liaison with other HHS agencies to ensure that guidelines, procedures, and policies concerning the preparation and control of correspondence are compatible. The incumbent will ensure that all documents are error free and that document packages include requisite background materials, appropriate signature clearances, and are otherwise complete before submission for final signatures.

Determines the adequacy of content and source materials used, as well as the amount and type of information required by the audience. Provides comprehensive editorial and production support required for hardcopy and electronic publication. The incumbent also assists staff and subject matter experts in preparing clear, accurate and concisely written documents representing OIG. Examines the content of documents for clarity and length and organizes the material structurally in terms of the order of sentences, paragraphs, sections and findings to improve presentation. Ensures documents are suitable in terms of coverage, balance, method of expression, and presentation, and adheres to document objectives.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

GS-12: One year of specialized experience equivalent to the next lower grade level (GS-11) which demonstrates experience proofreading and editing materials, such as reports, publications, regulations, articles, news releases, training materials, letters, memoranda, brochures, administrative policy, testimony, and presentations with minimal supervision; and experience reviewing correspondence and making recommendations to address unanswered questions and resolve unclear language.

GS-13: One year of specialized experience equivalent to the next lower grade level (GS-12) which demonstrates experience proofreading and editing materials, such as reports, publications, regulations, articles, news releases, training materials, letters, memoranda, brochures, administrative policy, testimony, and presentations; and experience working closely with authors to rewrite correspondence to address unanswered questions and resolve unclear language.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses are not authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience may be approved as credit for your Annual Leave accrual.
