Duties

Help
  • Provides advanced technical support and guidance to staff in matters relating to information management (IT) issues that involve a wide range of forensic and litigation IT support systems that typically extend and apply to an entire organization.
  • Manages an area of specialized systems software technology, such as eDiscovery and database management and life cycle development systems, involving the design and development of applications and the management of information as a resource.
  • Performs a variety of special assignments, which range from DISA to DOD-wide and whose findings and results determine the course of current, new, and future information processing/information management methods and standards.
  • Develops and implements project cost estimates, statements of work, detailed work breakdown plans, policies, priorities and procedures for all forensic and eDiscovery programs.
  • Represents DISA in discovery disputes and similar or related actions, including participation in pretrial conferences and negotiations.
  • Manages the relationship between legal requirements in information technology. Provides leadership in connection with litigation and administrative adjudicative proceedings involving electronic record retention, storage, retrieval, and production.
  • Serve as an Information Technology (IT) Specialist for on Forensic tools and software to include eDiscovery.
  • Analyze, research, upgrade, maintain, and resolve problems necessary to assure that IT investigation and litigation support systems are operating properly and effectively.
  • Direct the maintenance and usage of Forensic tools and Litigation software to include; eDiscovery, information technology applications and infrastructure.

Qualifications

Time in Grade:

For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.

Basic Requirement:

Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies listed below.

Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.

Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.

Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.

Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

AND

Specialized Experience:

For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.

Specialized experience is defined as experience in planning, development, implementation, and system administration for the acquisition, storage, and retrieval of data for forensic and eDiscovery information technology applications and infrastructure in support of activities required to meet the standards in connection with litigation and administrative adjudicative proceedings.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Competencies: Administrative Law, Information Technology Test and Evaluation, Program/Project Management, Systems Testing and Evaluation, and Technical Competence

There is no substitution of education for specialized experience at the GS-14 grade level
