Summary

About the Position: Under broad policy guidance of the CID Battalion Commander, you will serve as a Criminal Investigator in the United States Army Criminal Investigation Command (USACIDC), responsible for independently overseeing investigations and operations conducted by the Installation CID Office. Serving as the primary Army interface with other Federal, State, and local law enforcement and criminal justice organizations in your geographic area of responsibility.

Duties

  • This position meets the definition of Supervisor in 5 USC 7103 (a) (1) but does not consume at least 25% of the positions responsibilities.
  • Provides advice, guidance, and regulatory interpretation of laws, orders, rules, and regulations pertaining to all aspects of criminal investigations and investigative support programs.
  • Supervise, manage and direct operational activities of assigned personnel to enable them to successfully conduct investigations and operations.
  • Develop and implement performance and productivity standards for meeting organizational goals and effectiveness and compliance with established USCIDC, DA and Department of Defense (DoD) performance and productivity standards.
  • Ensure compliance with directives relative to the scope, criteria, timeliness, thoroughness, and adequacy of investigative and intelligence efforts.
  • Establish and maintain a liaison with personnel of other Federal, state, and local law enforcement agencies and provides and/or obtains assistance from them in gathering facts and information pertaining to specific cases.
  • Participate in extremely complex or highly sensitive investigations in order to develop new approaches in response to identified weaknesses and vulnerabilities of on-going operations.
  • Maintain supervisory contact with and provide direction to subordinate.
  • Evaluate performance of subordinates.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a favorable Single Background Investigation. Position is Critical-Sensitive (3). Must not be Giglio or Brady impaired.
  • Required to be screened under the civilian drug abuse testing program. Preemployment and periodic urinalysis will be required.
  • Must sign DA Form 5019-R and Condition of Employment. Failure to submit specimen or sign form will result in being subject to adverse action proceedings in accordance with appropriate regulations.
  • Must qualify with and carry a firearm.
  • Must agree in writing to comply with management-directed permanent change of station (PCS) movement to meet mission requirements. May serve in contingency, humanitarian, or other hostile environments, voluntarily or involuntarily.
  • Must possess and maintain a valid motor vehicle operator's license and will be required to operate the motor vehicle in accordance with applicable OPM regulations and related requirements of the US Army Criminal Investigation Command.
  • Must submit a confidential Statement of Affiliations and Financial Interests. DOD Form 1555:
  • Requires annual completion of a Financial Disclosure Form, OGE-450. Requires access to classified material. Required to complete a Standard Form 312, Classified Information Nondisclosure Agreement (NDA). OGE-450 and SF-312
  • This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
  • A pre-employment and annual medical examination is required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as: Work that involves independently planning, conducting, directing, and/or managing sensitive and complex criminal investigations into a wide variety of allegations and/or crimes; and experience employing a wide variety of investigative strategies affecting joint investigative task forces with international, federal, state, and local law enforcement agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Law Enforcement Availability Pay (LEAP): LEAP in the amount of 25% has been approved for this position. Applicants must agree to work an average of two hours extra per day to meet the requirements for LEAP as described in 5 U.S.C.5545a(d)(1).

Physical Requirements: Requires moderate to arduous physical exertion involving walking and standing, use of firearms and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that the incumbent may perform the duties satisfactorily. Must possess sufficiently good vision, with or without glasses, in each eye, in order that he/she may perform the duties satisfactorily. Near vision, glasses permitted, must be acute for reading of printed materials the size of typewritten characters. Ability to distinguish between colors. Ability to hear the conversational voice and whispered speech is required. Any hearing impairment may be compensated for by use of a hearing aid. Since the duties of the position are exacting, responsible and involve work performed under arduous and dangerous conditions, Must possess emotional and mental stability. Any physical condition, which would be a hazard to himself/herself or to others, will disqualify him or her.
