Summary

Please note: Within the first year of employment, selected candidates will be required to obtain and/or maintain at least a Level I Federal Acquisition Certification-Program/Project Management (FAC P/PM) and Contracting Officer's Representative (COR) certification and will be expected to make substantive progress toward achieving a Level III FAC P/PM and Level III COR certification in order to work on the full range of GSA projects.
This position will be located in the Public Buildings Service, Design and Construction, Projects Program Division, who are responsible for the implementation of national and regional design and construction policy in all production offices.
Duties include:
Serving as an advisor on historic preservation matters and answering questions and addressing inquiries on historic preservation matters.
Providing expert advice and other staff assistance on a variety of significant historic preservation matters affecting the construction of major and minor facilities, repair and alteration and disposal of existing historic facilities.
Providing oversight for all regional historic preservation programs.
Exercising specific responsibility for ensuring implementation of and compliance with the National Historic Preservation Act of 1966 as amended (NHPA).
Providing technical advice where needed, and reviewing completed work to evaluate technical adequacy and accuracy of data.
Maintaining awareness of the overall status of historic preservation needs, issues and plans throughout the region and monitoring the progress of all historic preservation work in process.
Reviewing all lease actions for the potential to significantly impact the cultural environment.
Providing oversight for historic preservation initiatives.
Resolving problems or conflicts impeding project progress.
Managing the inventory of 54 historic buildings and ensuring that required documentation is completed for each property.

The GS-12 salary range starts at $77,488. To qualify, you must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
Salary is determined by the location for which you are selected. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for the GS-12 level:
In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-11 in the Federal service.
Specialized experience is experience in architecture, historic preservation and restoration in order to provide advice and guidance on matters affecting the repair and/or construction of commercial buildings. This experience must include researching historic preservation issues and concerns and providing recommendations for solutions; researching and implementing policies, laws and/or regulations; and monitoring and analyzing historic preservation program performance to ensure proper compliance with established procedures and policies.

Knowledge of Federal laws and regulations, and guidelines pertaining to historic preservation requirements and compliance provisions, including a thorough knowledge of the National Historic Preservation Act of 1966.
Knowledge of qualitative and quantitative techniques required to analyze the effectiveness and efficiency of the historic preservation and architecture programs.
Ability to identify problem areas, conduct research, select and evaluate technical data and to make decisions or recommendations for action based on consideration of all aspects of a problem.
Knowledge of Federal contracting and procurement practices as related to the administration of personal and professional services contracts, specifically those performed by A/E firms.
Knowledge of architectural conservation and the principles and practices applicable to a full range of duties concerned with the preservation, restoration, rehabilitation, and adaptive use of historic buildings. Ability to apply preservation techniques to resolve issues regarding conflicting building systems integration and enhanced utilization of Federal properties.
Knowledge of computerized data base management systems in order to enter program data and to produce reports required on an individual or recurring basis.
Knowledge of related engineering disciplines (such as electrical, mechanical, and structural engineering) to ensure that areas of overlapping technical responsibilities receive proper consideration.
Strong interpersonal and communication skills.
