Duties

Help

Provide policy and governance on the use of records management tools to ensure best practices and agency compliance with Federal statutes. Administer the Library’s records management program to align with the agency’s business and mission needs. Collaborate with the agency’s Senior Agency Official (SAO), Records Officer, Freedom of Information Act (FOIA)/Privacy Act (PA), legal and other agency staff on matters relating to records management.

As an authority on interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs, the position recommends and advises all administrative and policy directions concerning overall records management (RM) program priorities and objectives. The position plans, schedules, and carries out significant projects concerned with analyzing and evaluating records management programs or organizational effectiveness.

The incumbent leads complex analytical and evaluative studies regarding the records management program. Identifies actual and potential deficiencies that might affect the attainment of RM strategic goals. Research and presents practical strategies and solutions to the Records Officer. Develops and refines policies and procedures for establishing, operating, and assessing the effectiveness and efficiency of records management programs. Provides expert guidance in developing and improving the RM processes. Formulates new program management standards and analytical approaches.

The incumbent supervises a group of employees performing work up to the GS-13 level and performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff, clearly communicates them through the formal employee performance management system. Observes workers' performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. He or she resolves informal complaints and grievances. Prepares work improvement plans, recommending personnel actions as needed, and provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests.

Administer the records management overall program and manages Information Technology (IT) projects. Provides IT investment strategy for IT contracts within records management to enable the comprehensive delivery of records management services through automated systems. Ensures the use of the latest state-of-the-art total systems design to meet operational and long-range program requirements. Plans and directs requirements analysis, assesses future needs for RM’s program elements, and develops and maintains program plans.

As the Contracting Officer Representative (COR), the incumbent directs, coordinates, and approves detailed planning design, development, programming, testing, documentation, training, and implementation of information technology (IT) systems using outside vendors and contractors. Manage contract risk. Collaborates with vendors and end users to ensure that contract requirements are met, and all activities are performed in compliance with the terms of the contract. Inspects and accepts deliveries and monitors services for conformance with complex contract terms and conditions. Accepts or rejects deliveries and services, including acceptance of reports and other documentations. Validates and processes invoices in accordance with Library policies and procedures.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to lead and supervise a diverse workforce**

Knowledge of records management laws, regulations, programs and processes**

Ability to administer a records management compliance program

Ability to apply analytical and evaluative methods and techniques to issues or studies concerning Records Management program operations

Knowledge of contract administration principles and practices to monitor contractor performance; ensure compliance with contract terms; resolve issues; and perform contract closeouts

Ability to communicate effectively other than in writing

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
