Duties

Help
  • Conducts comprehensive security declassification-classification reviews of Air Force historical records for executive order 13526 (EO).
  • Performs document planning and programming recommendations/decisions in appropriate formats to meet Air Force and/or DOD requirements.
  • Participates in conferences and meetings to deliver presentations on substantive mission and support issues, project/program status, accomplishments, challenges encountered and anticipated, support requirements.
  • Maintains agency automated database of security review actions for incorporation into the interagency document review database.
  • Ensure adequate handling, storage and transfer of all classified records at all security levels to meet requirements of DODM 5200.01 Volumes 1-4, AFI 16-1401, and other governmental regulations related to security protective measures.

  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters.

Qualifications

This is a developmental position that leads to the full performance level. The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level. The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor.

Position will be developmental from GS-11 to GS-12 to the target grade of 13. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GS-11: SPECIALIZED EXPERIENCE: One year of specialized experience, equivalent to at least the GS-09 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience includes experience with pertinent classification guides, the Freedom of Information, Privacy Act and also includes knowledge of implementing regulations. Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.

OR EDUCATION Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.

GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience with planning complex declassification review of Data. Skill in analyzing problems, conducting research, summarizing results, and making appropriate recommendations regarding classified records review and declassification process.

GS-13: SPECIALIZED EXPERIENCE: One year of specialized experience, equivalent to at least the GS-12 grade level in the Federal service, Examples of specialized experience includes mastering the assessment and improvement of declassification reviews to include knowledge of pertinent declassification/classification guides.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of safety and security regulations, practices, and procedures of the Department of Defense, Air Force, and National Archives and Records Administration.
  2. Knowledge of a wide range of administrative laws, policies, precedents and regulations. Skill in researching, analyzing, interpreting and applying Executive Orders 13526, Public Laws 105-261(Kyl Amendment)and PL 106-65 (Lott Amendment), and the Atomic Energy Act of 1954.
  3. Skill in analyzing problems, conducting research, summarizing results, and making appropriate recommendations regarding classified records review and declassification process.
  4. Skill to identify problems and develop innovative solutions regarding the records review and declassification process. Skill to research and access information through the use of a personal computer or terminal. Must have experience with Microsoft Office applications to include Word, PowerPoint, Excel and Access.
  5. Skill to communicate orally and in writing. Ability to maintain good working relations with a broad range of individuals from diverse backgrounds.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
