Duties

Help

Duties include, but are not limited to:

  • Provides advice and counsel on a range of administrative and operational management support issues, policies, programs, objectives, and plans.
  • Provides overall administrative management for the NFS. This may include interpreting administrative policies, developing local policies, defining administrative requirements and/or providing advice to the Group Practice Manager on related issues.
  • Identifies and analyzes changes and trends in funding for human resources and material needs, human resources availability, and other administrative requirements.
  • Adapts internal administrative policies and procedures in conformance with changes in higher-level policies.
  • Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiatives in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process.
  • Independently secures the required administrative and managerial support to meet operating requirements.
  • Monitors, coordinates and tracks all on-going and projected personnel actions and continuously apprises management of status.
  • Serves as the primary advisor and technical resource on accounting and financial management matters as it pertains to scheduling needs, equipment, and education.
  • Serves as a purchase cardholder and approving official for equipment and commodities procurements to ensure that cardholders adhere to the procurement requirements.
  • Serves as the Purchase Card Approving Official for all purchase cardholders in Access and Outpatient Scheduling Service.
  • Conducts monthly audits to ensure that all purchase cardholders are in compliance with VHA regulations.
  • Conducts annual inventory and advises operating officials on requirements and procedures for acquisition, repair, replacement, and disposal of equipment.
  • Performs other duties as assigned, and within scope of responsibility.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of GS-9 in the normal line of progression in the Federal service. Specialized experience is possessing knowledge of policies, regulations, and guidelines of human resources, financial management and budget administration to analyze and evaluate continual changes in program plans and funding; possessing knowledge of assessment and improvement of program effectiveness and improvement of complex management processes and systems; possessing administrative policies and regulations of a complex clinical support service across the healthcare system; OR,
  • Education: You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: A transcript must be submitted if you are basing all or part of your qualifications on education.   • Combination: Possess a combination of successfully completed post-high school education and experience to meet total qualifications requirements for the GS-11 grade level. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 10-20 pounds) may be required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
