Duties

Help
  • Provide leadership in the management, development, and execution of the overall forest programs associated with engineering, lands, and recreation programs to include developing short and long-range objectives
  • Provide input to develop fully integrated plans, programs, and policies for management of the area.
  • Provide leadership in recreation management for implementation and planning of The Forest Plan.
  • As a member of the Forest Leadership Team (FLT), work closely with the team to develop and set priorities for annual functional programming and budget efforts.
  • Thoroughly review all functional programs and develops a coordinated Forest engineering, recreation, and lands program and budget that is responsive to other functional needs.
  • Direct the development of the Lands and Minerals Programs for land classification, land adjustment, special uses, and minerals management. Land adjustment activities include exchange, donation, valuation, rights-of-way procurement, and acquisition.
  • Establish performance standards for Forest Service and non-Forest Service engineering activities to ensure that the work performed meets agency resource protection and facility investment requirements.
  • Coordinate preparation of the recreation portions of the Forest Capital Investment Program with ranger districts, engineering, and the regional office in developing procedures for prioritizing recreation construction or reconstruction projects.
  • Develop program priorities, staffing, acquisition budget needs, and appropriate scheduling to accomplish the annual and long range programs of work in a timely manner.
  • Represent forest leadership at meetings with cooperatives, industrial organizations, special interest groups, etc. to provide technical information, discuss and negotiate program and system requirements and recommend conflict solutions.
  • Negotiate with the appropriate district rangers, staff directors, and/or regional staff groups to develop feasible plans for engineering, natural resource or other resource programs.
  • Monitor the progress of program priorities through to completion and recommend changes in schedules, adjustments in requisitions, etc., to assure project completions dovetail with the overall land management program.
  • Plan the work to be accomplished by the unit, assign work to employees, and establish production or quality standards for the unit?s work.

Qualifications

This is an interdisciplinary position and may be filled in any of the job series listed below.

Basic Requirement:

GS-101: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

GS-0401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

GS-0801: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

In addition to meeting the basic requirement, you must also possess experience in the amount listed below.

Specialized Experience Requirement:

For the GS-13: You must have one year specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience are: Provided leadership and/or guidance in the management of natural resource related programs; Implemented and executed project plans for a natural resources program area or related area; Coordinated assigned programs and plans with other resource management functions; Provided recommendations on development and execution of natural resource programs to ensure their accomplishment within applicable guidelines.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
