Duties

Help

As an IT Specialist, you will serve as a Systems Analyst supporting the data analytics program to develop business intelligence solutions: the collection, analysis, and enhancement of data to yield actionable information through the development of reporting, dashboards, and other visualizations. You will also support the Office of Investigations through the administration and management of an information management system to include user support and the planning, design, and implementation of system enhancements. Duties may include the following.

  • Serve as an expert in the development of data visualizations. Develop and analyze metrics in consultation with stakeholders. Prototype, code, test, and implement queries, reports, dashboards, and presentations.
  • Identify and analyze data from multiple sources to yield information to support the detection of fraud, waste, and abuse. Perform data discovery, data mining, and visualization to provide business intelligence solutions to drive decisions. Assist with data preparation, including data cleansing, transformation, matching, aggregation, and structuring for repeated data loads supporting modeling and analysis.
  • Support the Data Analytics team in all aspects of data mining and analytical modeling, from the development of business understanding to the deployment of solutions.
  • Collaborate with leadership, end-users, IT-staff, and the vendor to identify needs and opportunities for improved service. Coordinate with leadership and the vendor to develop business and technical requirements.
  • Investigate and resolve information management systems issues, and develop techniques to resolve open requirements, data issues, and configuration problems.
  • Work with the vendor to implement system changes into testable prototypes. Plan and execute system tests; identify errors and weaknesses in database design, queries, and application behavior. Coordinate system deployments with leadership, users, IT-staff, and the vendor.

Qualifications

The GS-13 salary range starts at $103,690 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. 

Applicants applying for the GS-13 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience in all of the following areas:

  • Developing advanced data visualizations using platforms such as Tableau, PowerBi, MicroStrategy, or SAS Visual Analytics.
  • Use of relational database management systems such as Oracle, Microsoft SQL Server, Teradata, or MySQL.
  • Experience with scripting and statistical data processing environments such as SQL, Python, R, or SAS.
  • Performing problem management activities for complex business intelligence/information management systems, to include root cause analysis, and responsibility leading the development and implementation of problem resolutions internally or with vendors.
  • Leading the development of requirements documents, implementation documents, and test plans for complex IT and/or analytics projects.
  • Demonstrated experience in a project-lead role using project management platforms such as Microsoft Project, Jira, or Project Manager. Use of service desk/workflow platforms such as Remedy, Cherwell, or Jira to track work.

You will be evaluated for this job based on how well you meet the qualifications above.

    • Advanced skill in use of business intelligence applications.
    • Ability to use a wide variety of data analysis techniques to present meaningful data to relevant stakeholders.
    • Skill in working with stakeholders to develop business and technical requirements for business intelligence/analytics/IT applications.
    • Knowledge of project management principles, methods, and tools.
    • Skill in IT application testing and coordinating with vendors to implement system changes.
    • Skill in monitoring the day-to-day operations of IT systems.
    • Skill in developing and administering training to end users of IT applications.
  • Your answers to the questions will be used to place you in one of three categories:  Best Qualified, Well Qualified, or Qualified.
  • We will verify your answers to the questions in your resume.  If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.
  • Within each category, veterans will receive selection priority over non-veterans.
