Help
  • You will maintain knowledge of the trends in software computer technology to provide suggestions for upgrading training software, materials, and methods.
  • You will develop methods of using new educational media when designing lessons and courses.
  • You will conduct research, design, and develop course content, training materials, training modules, teaching aids for leadership training programs.
  • You will create learning objectives (e.g., task learning relationships, cluster learning events, course content organization) to develop instructional design plans.
  • You will confer with management on the results of policy planning review and research related topics to instructional programs.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting instructional design principles and methods to plan, coordinate and/or design instruction for full length courses or complex development areas; 2) Developing instructional policies to measure the achievement of instructional objectives; 3) Managing instructional materials which result in complete and full-length training products for specialty areas or career management goals; and 4) Developing instructional programs which use complex technological applications. My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must have successfully completed a degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In lieu of specialized experience, you may meet the minimum qualifications of the position with the following education:

Have successfully completed a Ph.D. or equivalent doctoral degree, which includes or is supplemented by at least 24 semester hours appropriate to the work of the position to be filled. My course work includes study in four of the following five areas: 1) Learning Theory, Psychology of Learning, Educational Psychology; 2) Instructional Design Practices; 3) Educational Evaluation; 4) Instructional Product Development; 5) Computers in Education and Training.

OR

Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. The education includes or is supplemented by at least 24 semester hours appropriate to the work of the position to be filled. My course work includes study in four of the following five areas: 1) Learning Theory, Psychology of Learning, Educational Psychology; 2) Instructional Design Practices; 3) Educational Evaluation; 4) Instructional Product Development; 5) Computers in Education and Training.

OR

Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
