SUMMARY OF DUTIES: Serves as a Procurement Analyst for the Regional Procurement Office (RPO) with responsibility for process and procedural improvements in NAF procurement, including oversight, accuracy, and documentation of compliance with Marine Corps procurement systems. Under the supervision of the RPO Deputy Director, provides guidance, advice and assistance on functional aspects of Marine Corps Community Service (MCCS) procurement actions.

Complies with DoD, DoN, and USMC NAF procurement rules and regulations. Reviews MCCS procurement processes and procedures to ensure maximum productivity and economies.

Researches emerging trends and analyzes potential impacts on NAF procurement. Recommends organizational improvements and develops supporting action plans for implementation.

Work includes knowledge and experience with multiple contract functions including procurement planning, solicitation development, proposal evaluation, price analysis, contract negotiation, administration, and termination. Assists with planning, developing, and establishing contractual strategy for the assigned procurements. Reviews purchase requests and Statements of Work to evaluate requirements definition, certification of funds availability, and type of procurement action to be exercised. May issue requests for information, quotations, and proposals. Obtains legal, technical and other necessary reviews and approvals to complete procurement actions.

Composes clear, concise and effective original correspondence and memoranda. May serve as lead negotiator in developing pre-negotiation strategies, conducting negotiations for acquisitions and in directing post-award negotiations involving contract changes or modifications.

Administers assigned contracts to include requests for corrective actions, termination notices, and resolution of disputes. Prepares findings and determination memoranda documenting basis for non-competitive procurement, contract award, modification, and termination decisions.

Maintains contract files pertaining to all phases of procurement from solicitation through contract award, post award administration, and final retirement of files. If appointed as Contracting Officer, will solicit, award, and administer complex, high-dollar contracts.

Provides procurement data for management information, reports, and strategic planning. Frequently communicates with senior staff, technical and legal experts, and installation personnel on procurement matters. Serves as an advisor to management and may represent the RPO as the contractual authority at conferences and meetings as needed.

Prepares supporting documentation for presentations and proposals. May prepare correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. May develop program surveys, audits, special projects. Conducts

presentations using a variety of techniques and methods. Recommends programmatic plans, alternative courses of action, and future strategies to support goals and objectives.

Evaluates overall program processes, technological development, and allocation of resources to ensure effective and efficient operation that meets the needs of the organization. Conducts procedural inspections and reviews for compliance with RPO and Headquarters policies and regulations. Reports discrepancies or noncompliance. Makes recommendations on corrective actions and conducts follow up. Plans, develops and conducts analyses for current and projected programs to achieve goals and objectives.

DoD Joint Ethics Regulation including annual ethics training and submission of confidential financial disclosure form. Meets ongoing professional education and procurement training requirements.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise.

Adheres to safety regulations and standards. Uses any required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications

MINIMUM QUALIFICATIONS: BACHELOR’S DEGREE from an accredited college or university in accounting, business, finance, law, contracts, purchasing, economics, organizational or program management, or a related field appropriate to the work of position AND THREE YEARS of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill to solicit, award, administer, and analyze complex, high-dollar government-related procurements requiring source selection procedures equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

Experience in executing information technology contract requirements and professional service contract requirements. Knowledge of procurement regulations, contract law, and acquisition planning; Knowledge of government and/or commercial procurement practices. Knowledge of government procurement policies and procedures. Knowledge of contract administration.

Demonstrated track record of problem solving and process improvement, ability to function in a collaborative manner with staff at all levels of the organization. Skill to operate a personal

computer and associated equipment to produce work using software programs such as word processing, spreadsheet, and automated purchasing systems. Must possess excellent interpersonal, written, and verbal presentation skills.

This position is designated as a Position of Trust, and the incumbent must be eligible for a background check.  Appointment and continued employment is subject to a favorable National Agency Check with Inquiries (NACI) background check. Must file an annual Confidential Financial Disclosure report (OGE form 450).
