The Supervisory Medical Administration Specialist (Chief, Patient Administration) is located at the Hershel "Woody" Williams VA Medical Center (VAMC) in Huntington, West Virginia, within the Health Administration Service (HAS). The incumbent functions as the Section Chief of Patient Administration for the Health Administration Service (HAS), reporting directly to the Assistant Chief, HAS. Duties include, but are not limited to:

  • Provides administrative oversight and supervision to and/or through HAS administrative personnel, including administrative and clerical support staff.
  • Develops, reviews, analyzes, implements, conducts and evaluates training courses and programs.
  • Provides guidance to a wide variety of activities relating to enrollment, eligibility, compensation and pension, as well as emergent and after-hours administrative operations and to provide support to the section's lead positions.
  • Organizes, plans, directs and controls all the programs aligned under Patient Administration Section (PAS), and directly supervises several Program Support Assistants and AODs.
  • Performs as the NEAR coordinator ensuring all new patient appointments are scheduled.
  • Performs supervisory duties including leave approval, writing performance standards, creating position descriptions/ functional statements, completing annual performance appraisals, disciplining/rewarding employees, etc.
  • Develops written operating procedures and schedules to guide employees in their work, provides training, assigns and coordinates the work.
  • Defines performance standards for subordinate staff.
  • Establishes priorities, schedules and deadlines for routine and special work assignments and monitors the quality and quantity of work performed.
  • Determines employee's training needs and recommends approval for extended costly training for staff that may enhance their skills.
  • Serves as the system-wide technical expert and Program Manager for all enrollment and eligibility activities for the facility.
  • Responsible for all the enrollment programs to include administrative processes, health benefits eligibility determination, and all aspects of the health benefits administration as outlined by the Health Eligibility Center (HEC).
  • Coordinates and administers a variety of patient entitlement and benefits programs.
  • Performs cost analyzes such as development of life cycle or other cost analysis of projects, or performance of cost benefit or economic evaluations of programs.
  • Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: overseeing and managing administrative and financial work including planning and assigning work; performing analysis and evaluation of programs that effect facility performance measures and patient care, such as eligibility determinations, enrollment priorities, means tests, as well as proper benefits determinations for eligible beneficiaries; establishing, implementing and monitoring the nationally mandated means test monitoring systems; conducting statistical studies concerning eligibility and enrollment; experience in resource planning and management, program evaluation, and data collection/monitoring; performing cost analyzes such as development of life cycle or other cost analysis of projects; overseeing enrollment programs to include administrative processes, health benefits eligibility determination, and all aspects of the health benefits administration; providing training to employees on scheduling package, electronic wait list, eligibility and enrollment, beneficiary travel, customer service, encounter management reporting, etc; experience with budgetary, eligibility, enrollment, workload, insurance, and sharing agreement data capture. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university (TRANSCRIPTS REQUIRED) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond two full years of graduate level education. (TRANSCRIPTS REQUIRED)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The majority of work is performed in an office setting which adequate light, heat and ventilation. Work is mostly sedentary, but requires some bending, walking, standing, lifting and carrying of light items such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis. The work requires no special physical demands.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
