Summary

The Office of Congressional Workplace Rights (OCWR) seeks an individual to serve as an integral part of the organization in the role of the Workplace Rights Specialist/Trainer.

This position serves to work on OCWR program to inform, educate, and train the legislative branch community on workplace rights and responsibilities under the Congressional Accountability Act (CAA) and related areas.

Duties

Help

This position is located in the Office of Congressional Workplace Rights, Office of the Executive Director, and reports to the Deputy Executive Director for the House of Representatives.

The individual in this role will primarily perform the following major duties:

Major Duties/Responsibilities:

  1. Stays current on the employment laws applied by the CAA, and all related topics.
  2. Conducts research and develops instructional materials that convey complex information in straightforward terms.
  3. Prepares thorough, well-written articles on the CAA protections and OCWR programs for publication on the OCWR website, and various reports and newsletters.
  4. Assists in the development and drafting of OCWR statutory and non-statutory reports, such as the OCWR's Annual Report.
  5. Prepares and presents information in-person and via web-conferencing on substantive topics, such as discrimination and workplace safety, explaining the application of provisions of the CAA to the covered community.
  6. Conducts or assists in conducting staff briefings both online and in-person on the provisions of the CAA and related topics and procedures.
  7. Engages in the development of outreach activities and events, including educational seminars and the presentation of the Safe Office awards
  8. Attends congressional hearings of relevance to the Office and continually tracks hearings and markups that may be of importance to the OCWR.
  9. Monitors the status of proposed and pending legislation that may be of interest to the OCWR; conducts a thorough review of the issues, prepares an assessment of the legislation, and provides regular updates.
  10. Works on communications and outreach activities, including the development of digital media content.
  11. Assists with the planning, implementation, and evaluation of special events sponsored by the OCWR.
  12. Maintains honesty and integrity when communicating with stakeholders.
  13. Maintains confidentiality of Office information and proceedings as required by the CAA and the Rules of Procedure.
  14. Performs other duties as assigned.
Operational Independence:

The supervisor defines the overall objectives and resources. The employee is responsible for planning and carrying out assignments independently and resolving most conflicts without the supervisor's intervention. The employee is skillful in interpreting and applying available guidelines as needed. The employee keeps the supervisor informed of progress and relevant situations. Completed work is reviewed and evaluated for effectiveness in meeting objectives.

At full performance level, the employee is able to operate independently, and provide technically sound recommendations.

Scope and Impact:

The primary purpose of the work is to inform and interact with the covered community, timely complete project assignments, and assess program activities. The employee has contact with office staff, contractors, legislative branch stakeholders, and may have contact with the Board of Directors in assigned areas.

Qualifications

Knowledge of the laws applied by the CAA, and the ability to explain the application of the provisions to a broad audience. Ability to develop training, educational products, and informational materials that are technically sound and valid. Work is reviewed by Supervisor for effectiveness and consistency with program objectives.

Knowledge of research and analytical techniques to develop source information, including statutory and non-statutory reports.

In-depth knowledge of training methods, techniques and tools in order to design, develop, maintain, and conduct effective training.

General knowledge of the mission, objectives, terminology and management practices relating to the OCWR and the legislative branch. Skill and ability to communicate effectively both orally and in writing.

Ability to both work independently and collaboratively with colleagues on various projects at one time.

Education

Minimum of a Bachelor's Degree in relevant field.
