WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS)DIVISION?

The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

-Incumbent provides authoritative technical advice pertaining to the availability, acquisition, and use of all forms of property.

-Incumbent consults with business unit managers and executives to define and discuss the full range of impact and implementation aspects of the projects. Prepares work plans and schedules for various phases of project accomplishment. Ensures that plans are consistent with both customer requirements and Service goals and objectives. Continually monitors project status and adjusts work plans accordingly. Coordinates the impact of the projects with all affected employees and managers.

-Incumbent plans, establishes and coordinates operating methods and procedures for accomplishing projects. Establishes a system to review, control, and report on project status. Conducts analysis of project data requirements, and effects on overall objectives. Identifies problem areas/trends and determines best approach for addressing/resolving. Prepares comprehensive reports to keep managers and executives fully apprised of project plans, progress and to communicate findings and recommendations.

-Incumbent prepares recommendations for resource requirements necessary to accomplish the projects. Negotiates with Business Unit managers and other officials to obtain needed resources and support. Manages project resources to meet goals and objectives; takes appropriate action to adjust resources. As needed, directs the development and accomplishment of employee training relating to the projects.

-Incumbent articulates authoritative information in discussions with management officials. Serves as a key point in facilitating the resolution of highly complex or sensitive issues through creative methods and techniques.

The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Locality pay tables may be found under Salaries & Wages.
This is a bargaining unit position.
Tour of Duty: M-F 8:00A-4:30P
Alternative work schedule or telework may be available.
If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID19. Employees must be within a 150-mile radius of their official assigned post-of-duty while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder If you are selected for a position, you are responsible for reporting to your designated location on the negotiated start date or as directed by management.

A 1-year probationary period is required.

The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE Grade 12:To qualify for the grade 12 level, you must have at least one year of specialized experience equivalent to the GS-11 which is the next lower grade level of the normal line of progression of this position in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrates accomplishment of support services activities and project assignments that requires a comprehensive knowledge and skill in applying and adapting a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex administrative processes and systems pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects in planning, directing, and coordinating support services programs and operations.
