As the Office of Inspector General (OIG) for the U.S. Department of Housing and Urban Development (HUD), we remain an independent and objective organization, conducting and supervising audits, evaluations, and investigations relating to the Department's programs and operations. We promote economy, efficiency, and effectiveness in these programs and operations as we also strive to prevent and detect fraud, abuse, and mismanagement. As a Government Purchase Card (GPC) and Interagency Agreement Program Officer, you will:

  • Serve as the Acquisition Program Executive for Government Purchase Card program policies and regulations.
  • Guide and mentor program coordinators in dealing with GPC program such as dispute resolution, business advice, and coordination with the bank and the Bureau of Fiscal Services (BFS). 
  • Report on trends or patterns in purchase card/convenience check usage as well as violations or concerns.
  • Provide the Director of Contracts and Procurement with purchase card transactions and convenience check data and reports utilizing data query and conduct statistical sampling reviews.
  • Serve as Program Manager for all HUD OIG Interagency Agreements.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. 

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:

  • Analyzing and recommending solutions to improve effectiveness of program operations; AND
  • Experience with Government Purchase Card Programs and Interagency Agreements; AND
  • Collaborating with others to share information and ensure efficiency.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust – Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Pass a detailed background investigation.
