This position is to serve as a Mission Manager in the Earth System Science Pathfinder (ESSP) Program Office. The Mission Manager is responsible for the management and coordination of specific Earth Venture (EV) ESSP portfolio elements that entails overseeing the proper execution/operation of Earth Science projects selected through an Announcement of Opportunity.

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Apply innovation to assist in the solution of difficult and complex technical, project management, and organizational problems in an ever-changing environment.
  • Initiate investigations, analysis, and risk-management studies to find solutions to problems in areas such as requirements definition, resources, technical systems, technical operations, and/or configurations management.
  • Oversight of project planning, development, analysis, and forecasting; and analyzing project resources, objectives, and schedules.
  • Preparing project status reports, including technical, budget, and schedule; presenting/defending these to Center/Agency management, and monitoring contractors engaged in this work.
  • Provide oversight of mission development efforts and resource utilization.
  • Serve as expert and leading authority in overall program definition, organization, management, and direction.
  • Serve as expert technical management consultant and advisor to apply in areas such as instrument development, project planning, and mission analysis for remote sensing missions in all stages of a project life cycle.
  • Support and advise on the establishment and development of NASA SMD/ESD ESSP Program policy and provides continual overall technical insight into the management of NASA policies, procedures and operational practices.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level working collaboratively to develop project plans, develop and execute budget plans, provide direction and guidance to supporting organizations and contractors, or evaluate project progress and schedules against requirements and guidelines as it applies to instrument development, satellite development or integration of satellites, for earth science or aerospace projects.

To qualify for GS-15,you must have one year of directly related specialized experience equivalent to the GS-14 level independently providing guidance to develop project plans, develop and execute budget plans, provide direction and guidance to supporting organizations and contractors, or evaluate project progress and schedules against requirements and guidelines as it applies to instrument development, satellite development or integration of satellites, for earth science or aerospace projects.
