  • Work requires the employee to become cardiopulmonary resuscitation (CPR) certified, use of climbing safety equipment, wear of safety clothing (personal protective equipment/PPE), and the wear of aural protective devices.
  • The position requires recurring training to update knowledge of systems and procedures. Training may require travel away from assigned unit on military and/or commercial aircraft for short or moderate periods of time
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes administering the quality assurance programs relative to a wide variety of base-wide communication and information systems and specialized processes. Ensures organizational strategies, goals, objectives and work plans are met. Makes adjustments to the workload in accordance with established priorities to ensure timely accomplishment of assigned tasks in supporting the quality assurance program. Performs evaluations on all designated sections which may include but not limited to all group field-level units with Cyberspace Support personnel, communications-electronics (C-E) maintenance, information technology (IT), infrastructure, information assurance, resource and program management, requirements, personal wireless communications, network operations, telephone systems, asset management, publications/records and forms management, and unit training for internal unit members and functions and also designated external communications members and functions.

EDUCATION:
Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university(Note: You must attach a copy of your transcripts.).

OR

COMBINATION OF EXPERIENCE AND EDUCATION:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the announcement, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive and thorough understanding in installing, maintaining, training, repairing, overhauling, deploying, and modifying cyberspace systems and equipment platforms; to effectively evaluate a wide range of Communications and Information programs, with emphasis on network infrastructure and communications maintenance areas.
2. Knowledge of Air Traffic Control and Landing Systems (if assigned), computer hardware, and software systems and their interfaces along with the ability to use and maintain a computer system, equipment and software; to identify, analyze and translate complex information, make appropriate judgments, and evaluate options concerning all aspects of IT and C-E system operations and maintenance.
3. Knowledge of DOD, DISA, Air Force and Federal Aviation Administration rules (FAA rules as applicable for ATCALS assigned units), laws, regulations, technical manuals/orders, instructions and directives as they pertain to the Communications and Information arena.
4. Knowledge of a wide range of electronic principles and project management practices, operating parameters, capabilities, configurations and limitations of electronic systems to effectively evaluate issues such as the impact of technological changes and operational needs.
5. Skill in the interpretation of technical data such as drawings, schematics, blueprints and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; and in using complex electronic test measurement and diagnostic equipment using integrated test functions for different purposes.
6. Ability to communicate effectively both orally and in writing and to analyze evaluation results; to identify trends, develop solutions to problems and issues, and provide sound recommendations concerning management deficiencies or problem solving techniques.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
