This position is part of the Office of Facilities and Administrative Services, Office of the Secretary, Department of the Interior, The incumbent oversees and supervises all administrative functions of the ASB, SSD including supervision of staff, human resources, acquisition, customer service and agreements, and Information Technology (IT). The incumbent determines direction for and provides leadership and oversight for the full range of administrative operations required to operate the branch.

Duties

Help
  • Provides guidance on procurement, contracting, and other contractual services, ensuring compliance federal regulations. Sets up interagency agreements. Tracks the oversight of agreements and procurement services.
  • Oversees and carries out administrative procedures relative to human resources functions of the branch. Prepares/supervises the preparation of requests for personnel actions and other reports.
  • Plans, coordinates, implements, and monitors the roll out of projects that have an IT component. Addresses and manages IT requirements.
  • Performs Contract Officer Representative duties related to the acquisition and renewal of mail operations contract. Interfaces with USPS, Fed Ex, and other related mail services coordinating service level agreements and operations continuity.
  • Oversees mail policy and operations, including monitoring and reporting of mail meter uses and expense.
  • Monitors all customer service desk operations. Maintains and monitors staffing and protocol for interface with customers.

Qualifications

Applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-12 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience leading a team of up to four (4) employees in all facets of administrative services, human resources, mail operations, acquisition, customer service, and Information Technology (IT). In addition, experience involves managing IT infrastructure projects, managing all aspects of an IT project to ensure proper compliance, and experience with IT related rules and regulations.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
