James J. Peters (JJP) VAMC is a tertiary care medical center classified as a Clinical Referral Level 1b facility that provides a broad range of inpatient and outpatient health care services. There are diverse range of opportunities and infrastructure to conduct basic and clinical research. JJP provides additional support for various educational and industry sponsored initiatives which benefit our employees and Veterans. We are a close affiliate to Icahn School of Medicine at Mount Sinai (ISMMS) and we also hold affiliations with Hospital for Special Surgery and Columbia University College of Physicians and Surgeons in selected specialty services. Joining our prestigious institution, the Chief of Medicine will advance our mission to revolutionize healthcare and make a profound impact on veterans' lives.
Compensation will be commensurate with years of experience, board certification and subspecialty. (Salary range $300- 375,000 plus benefits)

Duties:

Candidates must hold a Doctor of Medicine degree and be board certified in the fields of their training and practice. Additional management and leadership training preferred.
The Chief of Medicine will provide visionary leadership and strategic direction for the Department of Medicine, ensuring the highest standards of patient care, safety, and satisfaction. Will foster a culture of collaboration, excellence, and continuous improvement among medical staff, nurturing an environment that promotes innovation and research. The incumbent will have overall medical oversight of the in-patient units, out-patient medical sub-specialties clinics; patient experience; quality of care; and quality metrics (i.e.; readmission, infection control). The candidate should be able to demonstrate knowledge in caring for the Veteran population, the ability to work with an interdisciplinary team, and demonstrate excellent customer service skills. This person will act as the liaison between JJP and ISMMS; providing oversight and expanding the academic, research & training program in medicine.

Additional Duties include, but are not limited to the following:

  1. Collaborating with colleagues in developing, implementing, and evaluating philosophy, objectives, policies, and standards essential for delivering optimal care to patients. Lead Regulatory surveys of the department and event investigations in adverse outcomes of patients.
  2. Mentors and supports physicians, nurturing their professional growth and development. Guide the development and implementation of programs such as medical practice, professional standards, personnel issues, quality, and performance improvement.
  3. Responsible for recruiting and hiring clinicians; monitoring provider performance and medical outcomes. Recommends clinical privileges for each member of the service and engages in clinical service activities in his/her area of specialization.
  4. Represents the institution in medical conferences, seminars, and professional associations to stay abreast of the latest advancements. Collaborates with other service chiefs and program managers at VA, and the System Chair of Medicine department at ISMMS. The Chief of Medicine sits on several important committees; both at the medical center and VISN levels. Attendance and participation are critical elements of this position.
  5. Perform other duties as may be assigned by the Chief of Staff of JJP VAMC.

Education Debt Reduction Program (Student Loan Repayment): This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Pay: Competitive salary, annual performance bonus, regular salary increases
Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME)

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
    [(2) Those approved by the American Osteopathic Association (AOA),OR
    (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
    Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
  • Proficiency in spoken and written English.
Additional Requirement:
  • Board certified in Internal Medicine and/or Subspecialty
  • American Heart Association BLS Certification

Preferred Experience:
  • Maintenance of board certification in the following subspecialty: Cardiology; Pulmonary; Infection Control; is preferred.
  • Prior experience in medical leadership and administration with three years minimum preferred and able to perform the duties/functions as noted
  • A national/international reputation in his/her area of scholarship or research.
  • Experiencing in leading teaching programs.
  • A continuous record of highly regarded medical publications since the last appointment or promotion.
  • Excellent interpersonal skills, mentoring skills and diplomacy as well as a good understanding of the Department of Veterans Affairs operations, rules and regulations.
  • Developed and implemented Medical Center policy affecting patient care, treatment and services.
  • Recruited and hired clinicians.
  • Served on hospital and academic committees.
  • Formulated long- and short-range goals and objectives, plans, and programs for the service.
  • Coordinated interdisciplinary service activities.
  • Collaborated with other service management and/or interdisciplinary teams in discussions of proposed new and/or revised service initiatives


Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Physical activity includes sitting, standing (up to 2 hours), walking (up to 2 hours), heavy lifting (45 pounds or over), reaching above the shoulder, and repeated bending. Incumbent should be emotionally and mentally stable and capable to perform the duties of the position.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
