Help

This position reports to the Deputy Associate Administrator for Communications. Below are the responsibilities of the Director for Engagement:

- The incumbent is responsible for managing the development and implementation of public and stakeholder engagement activities, and the integration and coordination of those activities within the Agency in other Communications functions across other functional organizations and the Mission Directorates.

-The incumbent is accountable for oversight and corporate management of agency-wide public engagement programs including the exhibits consortium, artifacts program, speakers bureau, events planning and guest operations development of key agency partnerships with external entities to include business and film. Leads the development of strategies for planning and developing major agency events/activities and other stakeholder engagement programs of national scope and impact

-The incumbent recommends and applies new methods and approaches to conceive, plan, and evaluate agency-wide programs, campaigns, projects and studies dedicated to engaging the public and other stakeholders in the agency's mission and work. This position is also responsible for establishing relationships with Entertainment producers, venues and influencers to help the agency reach a larger, more diverse audience as we tell our story. The incumbent is not only responsible for building such relationships, but also for increasing NASA's presence in documentaries, television programs, and feature films in an effort to engage unique, diverse, or nontraditional audiences.

-This position is also responsible for leading and managing employees, and is accountable for areas related to human resources management including selection of employees, assignment of duties, evaluation of employee performance, planning of employee training, and recommendation of awards, promotions, discipline and adverse actions; the incumbent determines evolving resource needs and allocations, and formulates nd defends budget and manpower request to ensure that future objectives of the organization can be obtained within allocated resources.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST address the MTQs, but do not need to address the ECQs.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience in developing communication strategies that promote an organization's brand and mission through the engagement of a wide range of target audiences (industry groups, academics, entertainment associations, underserved audiences, etc.).

MTQ 2- Demonstrated experience leading the development of strategies for planning major agency and/or organization events/activities and other stakeholder engagement programs of national scope and impact.
