Help

As a Personnel Security Specialist, you will:

  • Develop, recommend, implement, and evaluate policies, standards, guidelines, procedures, and/or bureau directives that govern FinCEN's personnel security program. Determine personnel security requirements, position sensitivity, access to information, and other operational requirements. Audit, review and analyze personnel security activities to determine compliance with existing policies and procedures and assess security vulnerabilities. Advise the Security Officer of security deficiencies that would affect FinCEN's security posture. Recommend policy revisions as a result of trends discovered in procedural review and analysis processes.
  • Determine position sensitivity levels, ensure that documentation for the bases of determinations is current, and coordinate with the Human Resources Office to ensure that the correct designations are entered into the position data documents and systems. .
    Determine and administer processes to obtain background investigations and to accomplish periodic reinvestigations on candidates, employees, and contractors.
  • Coordinate with contractor facilities that conduct investigative services in accordance with FinCEN and Treasury procedures. Review the provisions of such contracts and evaluates services provided against those provisions as appropriate. Provide liaison to investigative organizations to ensure that requests for investigations are processed efficiently, track the progress of investigations, and, to the best of his or her ability, resolves delays.
  • Review, evaluate, and adjudicate cases in accordance with U. S. Government personnel security practices, investigative standards, policies, regulations, and requirements for a full and complete background investigation within the context of FinCEN authorities and purview. Resolve any derogatory/questionable information, including conflicting information and testimony as appropriate to FinCEN's role in the background investigative process.
  • Provide expert advice and assistance to FinCEN management, human resources, and security staff on personnel security matters. Provide personnel security briefing for new staff. Serve as mentor and trainer to less experienced security staff on personnel security operations, policy interpretation, and procedural requirements as appropriate.

4-Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Specialized experience for this position is defined as:

  • Making final determinations for the issuance of security clearances or public trust certifications based on information from referrals and background investigations; AND
  • Providing expert advice, and technical authority on the development and interpretation of personnel suitability, security guidelines, policies, and regulations; AND
  • Investigating, fact-finding, and evaluating practices, techniques pertaining to personnel security; AND
  • Planning and implementing security activities, structuring security protection initiatives with the Intelligence Community.

CONDITIONS OF EMPLOYMENT:
