Duties

Help

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, BOEM, Gulf of Mexico OCS (Outer Continental Shelf) Region, Office of Environment, Biological/Social Sciences Section, Social Sciences Unit, Jefferson, LA.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Researches regional and sub-regional areas of the Gulf of Mexico to identify and assess key socioeconomic issues and effects associated with OCS Programs. These will include, but are not limited to: population, labor, and employment; public services and infrastructure; human health and safety; traditional cultures; recreational resources; environmental justice; and family structure.
2. Prepares and reviews sections of Environmental Impact Statements (EIS) and Environmental Assessments (EA) on proposed Federal OCS activities.
3. Maintains an information base relevant to the key socioeconomic factors of interest. The information base will be maintained on a variety of storage media including hard copy and digital (spread sheets, databases, and a geographic information system).
4. Identifies specific sociological and/or related environmental problems that may be addressed as research or study efforts; analyzes the nature of the problems; develops study protocols to resolve these problems, or to provide an information base for better understanding of the problems; and recommends these studies for funding approval via the Environmental Studies Program (ESP) or operational funding.
5. Keeps abreast of new developments in the field through current literature, attendance at meetings and seminars, and communication with other experts outside the Bureau. Conducts independent research and the preparation of reports and technical papers for publication and presentation.

The BOEM Office of Environment, Biological/Social Sciences Section, Social Sciences Unit has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-09: $53,433 - $69,462 per annum
GS-11: $64,649 - $84,049 per annum
GS-12: $77,488 - $100,739 per annum

First time hires to the Federal government normally start at the lower salary range of the grade level .

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Minimum Qualifications for the series/grade to which you are applying.

(1) Basic Educational Requirements:
To qualify for this position you must meet A, B or C defined below:

A. A Degree in a behavioral or social science; or related disciplines appropriate to the position.

-OR-

B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

-OR-

C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

(2) Minimum Qualification

GS-09
To qualify for this position at the GS-09 grade level you must meet A, B or C defined below.

A. Specialized Experience
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting with the identification of relevant information to support sociocultural research for environmental impact analyses/activities of federal, state, or municipal programs; 2) Helping prepare sections of environmental impact analyses under the National Environmental Policy Act (NEPA) or similar requirements; and 3) Helping identify techniques of regional social impact analysis (e.g., data collection, field observation, modeling, and coding techniques, sampling and research design, and univariate, bivariate, and multivariate statistics) to help predict important aspects of social change, including employment and population impacts.
*If qualifying on specialized experience, applicants must meet all three statements defined above.

B.Degree: Master's degree or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to such a degree.

-OR-

C. Combination of Experience and Education: A Combination of specialized experience and education that totals 100% of the 'experience' requirement. Only education in excess of the first year of progressively higher-level education leading to a master's or equivalent graduate degree may be used toward this combination. (example: 1+ years in a Master's program (50%) plus 6 months of specialized experience equivalent to the next lower grade (50%)=100%).

GS-11
To qualify for this position at the GS-11 grade level you must meet A, B or C defined below.

A. Specialized Experience
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Analyzing relevant information to support sociocultural research for environmental impact analyses/activities of federal, state, or municipal programs; 2) Preparing environmental impact analyses under the National Environmental Policy Act (NEPA) or similar requirements; and 3) Applying techniques of regional social impact analysis (e.g., data collection, field observation, modeling, and coding techniques, sampling and research design, and univariate, bivariate, and multivariate statistics) to help predict important aspects of social change, including employment and population impacts.
*If qualifying on specialized experience, applicants must meet all three statements defined above.

B.Degree: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.

C. Combination of Experience and Education: A Combination of specialized experience and education that totals 100% of the 'experience' requirement. Only education in excess of 2 years of progressively higher-level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination.

To qualify for the GS-12 grade level you must meet the specialized experience defined below.

A. Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Identifying and analyzing relevant information to evaluate the impact of energy development activities on an area's subsistence lifestyle, culture, and subsistence activities of federal, state, or municipal programs; 2) Preparing and reviewing environmental impact analyses under the National Environmental Policy Act (NEPA) or similar requirements; and 3) Identifying and applying techniques of regional social impact analysis (e.g., data collection, field observation, modeling, and coding techniques, sampling and research design, and univariate, bivariate, and multivariate statistics) to help predict important aspects of social change, including employment and population impacts.
*Applicants must meet all three statements defined above to qualify.

There is no substitution of education for experience at the GS-12 level.
