Summary

The incumbent serves as the Senior Advisor for Climate, Partnerships, and Innovation with responsibility for developing and maintaining strategic relationships with the private sector, industry associations and organizations, multilateral institutions, U.S. Government agencies, non-governmental organizations, the National Security Council, foundations and academic institutions, with the objective of communicating new USTDA initiatives, with focus on those in response to climate change.

Duties

Help
  • Advises the Director and Deputy Director on partnership, initiatives and innovative strategies designed to optimally achieve the agency?s mission and contribute to policy goals and objectives, especially its climate initiatives.
  • Provides expert and authoritative guidance to agency officials with respect to innovative approaches to coalition building and the formulation of international program initiatives, particularly in the area of climate change and sustainability.
  • Represents USTDA in dealings with the Office of the Special Presidential Envoy for Climate Change, the National Security Council, and in high-level negotiations with partner organizations to provide analysis and perspective on climate issues.
  • Leads USTDA?s Climate Working Group (CWG); provides guidance and directs the activities of CWG. Aligns agency strategies and initiates and implements creative climate solutions in support of USTDA?s programs.
  • Formulates and oversees implementation of annual and long-range strategic planning and program development for USTDA partnerships and partnership outreach programs.
  • Oversees, coordinates and evaluates USTDA?s partnership and innovation program functions and activities, and recommends restructuring, reorienting or recasting of strategic plans, goals and objectives, as necessary.
  • Prepares briefing memoranda, assessments, elements of strategic plans and analytical reports on industry, trade and economic developments in the arena of climate change and sustainability.

Qualifications

Applicants must meet the qualification requirements below for each grade level.

GS-14 Qualifications
For the GS-14 level, applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in: providing guidance to senior officials with respect to innovative approaches to far-reaching coalition building and the formulation of international program initiatives and strategic partnerships, particularly in the area of climate change and sustainability; providing advice, recommendations, and guidance on program development in emerging economies, with special emphasis on climate change issues; identifying, establishing and maintaining productive internal and external partnerships to achieve foreign assistance programmatic goals and objectives, with special emphasis on climate change issues; and formulating strategies and activities that are focused on collaborative planning in concert with stakeholders.

GS-15 Qualifications
For the GS-15 level, applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-14 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in: providing expert and authoritative guidance to senior officials with respect to innovative approaches to far-reaching coalition building and the formulation of international program initiatives and strategic partnerships, particularly in the area of climate change and sustainability; providing advice, recommendations, and strategic guidance on program development in emerging economies, with special emphasis on climate change issues; identifying, establishing and maintaining productive internal and external partnerships to achieve foreign programmatic goals and objectives; and formulating complex strategies and activities that are focused on garnering high-level support, expertise and collaborative planning in concert with stakeholders.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
Selection may require completion of a 1-year probationary period.
