Help

As a Supervisory Interdisciplinary Biologist/Chemist within the Upper Midwest Environmental Sciences Center (UMESC), some of your specific duties will include:

  • Implements the Regulatory Affairs activity and serves as the authoritative Bureau expert on study design and data requirements and interpretation to gain regulatory approval for biological, chemical, or genomic/molecular control agents of invasive or nuisance species through federal (U.S. and Canada), state, and local pesticide regulatory programs.
  • Reviews and assesses regulatory guidelines to determine data and information requirements and prioritizes regulatory data inadequacies which must be addressed to support new or maintain current biopesticide or pesticide registrations to control aquatic invasive species.
  • Implements a Quality Assurance Program in compliance with Federal Good Laboratory Practice (GLP) regulations for those studies which may be submitted in support of the approval for a veterinary medicine product or the registration of a biopesticide or pesticide.
  • Conducts analyses to evaluate the effectiveness and compliance of Quality Management System (QMS) at UMESC, provides information, and negotiates effective solutions.
  • Supervises, coordinates, and plans the work of staff; provides advice, counsel, or instruction; interviews candidates for positions; enhances career development of staff; and finds ways to improve production and increase the quality of the work.
  • Operates a government motor vehicle as an incidental driver.

Qualifications

BASIC EDUCATION REQUIREMENT for 0401: Applicants must meet A or B below to satisfy the basic education requirement for Biologist, all grade levels.

A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.

BASIC EDUCATION REQUIREMENT for 1320: Applicants must meet A or B below to satisfy the basic education requirement for Chemist, all grade levels.

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours or the equivalent in physics.

B. A combination of education and experience-course work equivalent to a major as shown in "A" above (24 semester hours or the equivalent in physical sciences, life sciences, or engineering), including at least 30 semester hours or the equivalent in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours or the equivalent of physics, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.

FOR GS-13:

In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-13 level:

One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-12 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. Examples of experience may include: providing advisory, planning, or reviewing services as a technical specialist on a biological or chemistry issue; planning, executing, and reporting on original studies or ongoing studies in the field of biology or chemistry requiring a fresh approach to resolve new problems. The complexity of the work typically required extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure problems for which guidelines or precedents were not substantially applicable. At this level, the Biologist or Chemist would have wide latitude for the exercise of independent judgment to perform scientific work of marked difficulty and responsibility.
