As a senior staff member, the incumbent provides a variety of managerial, budgetary and administrative services in support of OAC.

Duties and responsibilities include, but are not limited, to the following:

BUDGETARY SUPPORT (20%)

Has oversight of all aspects of the OAC budget and fiscal operations, including budget formulation, coordination, and execution. Also, the SOA is responsible for providing management, planning, and analytical guidance to all elements of the OAC budget, for example, the integration of current year operating plans with longer range budgets and plans to meet the OAC goals and the coordination of these activities with those of other parts of the Foundation and other agencies as required. Manages fiscal resources for the office, ensuring that programs and support contracts operate within budgetary milestones and overall budget constraints. The SOA develops accurate and most cost-effective budget plans to support current and future operations and assesses the long- and short-term impact of various budgetary configurations and develops contingency strategies that serve as an important office resource if the primary budget estimates are increased or decreased by NSF Director, OMB, or Congress.

The incumbent uses experience and understanding of the Federal budget process as well as NSF financial management and accounting systems to work closely with the OAC Office Director, Deputy Office Director and other program staff to develop and coordinate the OAC budget, financial accounts, results reporting and other program activities.

MANAGERIAL SUPPORT (15%)

Serves as a member of the OAC leadership team, participating in strategic planning for the OAC organization, building broad organizational consensus, and effectively communicating OAC policies and plans. The employee focuses on the alignment of Office operations (e.g., financial, human resources, contracting, program support, management analysis) with program objectives. Develops strategies for forecasting, acquiring, and allocating resources based on OAC needs and partners with senior management to make decisions and implement new business processes based on new policies and procedures. The employee advises the Office Director and the Deputy Office Director on issues related to the management and control of resources or funds. 

The incumbent applies advanced analytical techniques and information management skills to capture, assemble and disseminate data for a variety of projects.

Serves as a member of the CISE/OAC leadership team, participating in strategic planning for the OAC organization, building broad organizational consensus and effectively communicating OAC policies and plans.

BUSINESS PROCESS MANAGEMENT (20%)

Identifies requirements and develops and implements effective, efficient business processes including policies, workflow, and standard operating procedures for assigned projects. Provides leadership and guidance on new developments in NSF's state-of-the-art business systems to ensure programmatic needs are effectively implemented and used effectively within the context of the organization's culture and work environment.

Identifies requirements and makes recommendations to OAC on the development and implementation of effective, efficient business processes including policies, work flow, and standard operating procedures for assigned projects.

Provides leadership and guidance on new developments in NSF's state-of-the-art business systems to ensure programmatic needs are effectively implemented and used effectively within context of the organization's culture and work environment.

HUMAN RESOURCE MANAGEMENT (20%)

Coordinates and administers OAC’s human resource program and establishes and implements internal oversight and evaluation policies. Performs strategic planning for human resource needs and develops OAC’s annual workforce plans. Oversees human resource strategic planning activities for OAC and ensures the most effective use of human capital management.

Advises OAC leadership team on rules and regulations regarding human resources administration and proposes creative solutions to current and projected human resources concerns and issues when necessary.

Participates in human resources strategic planning activities for OAC and makes recommendations for the most effective use of human capital management.

SUPERVISIORY WORK (25%)

Supervises and manages a workforce of 6-7 administrative team members ranging in grade GS-5 to GS-12 and serves as the first-level supervisor of the team, overseeing individual performance, providing coaching, mentoring, and training, determining staff development needs, handling employee and labor relations issues, and conducting recruitment and staffing actions. The employee approves leave, recommends awards, etc.

Qualifications

To qualify at the GS-14 grade level, you must have one year of specialized experience equivalent to the GS-13 level in Federal service. Examples of specialized experience include: overseeing the development & implementation of administrative procedures & business policies; independently developing & formulating operational & program budgets; performing staffing planning and analysis; experience serving as a COR; and analyzing & developing solutions to organizational issues.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
