All current Bureau of Land Management (BLM) employees serving on a career/career-conditional appointment in the competitive service. CTAP eligibles within the local commuting area of a BLM Office/Center may also apply.

Duties

Help
  • Serves as Bureau-wide expert in assigned program area, i.e. Classification and Compensation. Develops and leads BLM-wide-execution of program.
  • Serves as the Human Capital Information Management Advisor: Manages assigned programs/projects and develops criteria for the efficient integration and delivery of human capital management (HCM) data and information across the BLM organization.
  • Provides expert advice and recommendations to upper management officials in the BLM and DOI on policies, regulations and developing issues affecting all facets of HCM. Evaluates assigned program/project progress and capacity.
  • Serves as the Bureau Classification Appeals Officer.
  • Evaluates assigned program/project progress and capacity.
  • Reviews requests for compensation flexibilities such as special pay rates, dual compensation waiver requests, and recruitment/retention/relocation incentives ensuring adherence to regulations, laws and policies.
  • Consults with other senior BLM management and staff officials and DOI level experts or work groups to establish or revise program/project objectives, methodology, and timelines.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the one year of specialized experience requirement. Be sure to include this information in your resume as no assumptions will be made regarding your experience.

For the GS-14 Level: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: applying Federal classification and compensation laws, regulations, principles, practices, and decisions to resolve complex issues; classifying federal positions in multiple pay plans; evaluating requests for compensation flexibilities to ensure compliance with laws and regulations; providing advisory services to leadership regarding compensation and/or compensation issues; reviewing draft legislation to determine impact on Agency policies; developing Agency policies related to classification and/or compensation.

There is no substitution of education for experience at the GS-14 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.
