This position is located in the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Development and Operations (DevOps), Enterprise Program Management Office (EPMO), Enterprise Portfolio Management Division (EPMD).

OIT is responsible for the implementation of information technologies that are aligned with the business strategies of the VA, from the Veteran Health Administration (VHA), and corporate offices. EPMO is responsible for the development, enhancement, and sustainment of IT system capabilities for the VA that are aligned with the VA's IT business strategies. The EPMD is responsible for comprehensive portfolio management.

You will serve as a Supervisory Program Manager, Information Technology (IT) Specialist.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crisis resulting in sometimes highly stressful work situations.

Major Duties:
  • Serves as a Portfolio Director by leading portfolio/program/project management staff, resources, and activities for planning, project execution, monitoring, and evaluation of major VA IT investments and initiatives.
  • Supervises and manages staff and budget resources to accomplish major organizational IT strategies, initiatives, programs, and projects.
  • Leads portfolio/program/project management staff, resources, and activities for planning, project execution, monitoring, and evaluation of major VA IT investments and initiatives.
  • Advises VA senior management regarding IT project planning, budgeting, acquisition, execution of projects and programs.
  • Manages the development and maintenance of VA's operational, technical, infrastructure and application systems architecture and provides oversight for provisioning of computing and software engineering services.

The Selective Placement Factor for this position is: Demonstrated experience in applying Information Technology (IT) industry and federal standards and experience with government budgeting and fiscal process; human centered and organizational design practices; customer engagement; business case formulation; and return on investment to manage IT programs including leadership and supervision of associated staff for portfolio, program and project, product line and product, or equivalent organizations that deliver and support sets of related information technology capabilities which provide business value to customers.

You may qualify based on your experience, as described below:

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience includes directs all operational activities with assigned portfolio to ensure IT project business needs are completed on time within established budget. Evaluates the impact of changes in business needs on current IT policy and projects, conducts feasibility studies, identifies solutions, and makes decisions for implementation to improve overall efficiency of program. Oversees the development, planning, requirements development and prioritization, risk planning, and management, cost estimation, product support management, test and evaluation, fielding and support, and tracks assigned program and project manager's performance-to-plans with approved standard project management oversight policy. Provides feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Assigns and schedules work and projects to team members based on existing workloads, priorities, and selective consideration of work requirements and employee capabilities.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Per Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not usually be part of the employee's position is creditable; however, the experience is considered creditable when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignments. The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. The employee should be able to locate this documentation in their official personnel record. To receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate and official documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education

There is no educational substitution for the GS-15 level.
