This is an entry level/trainee PD leading to the full performance level, IT Specialist, GS-2210-12, located in SSA's Office of the Deputy Commissioner for Systems. The incumbent in this position works in a trainee capacity towards the full performance position. Classroom and on-the-job training are designed to provide experience and technical competence in the methods, procedures, principles and techniques of the full performance level.

Duties

Help
  • Responsible for complex analysis, planning, design, development, testing, validation and/or support of programmatic software for Social Security programs, such as Medicare, in a comprehensive multiple-platform environment.
  • Ensures the integration and implementation of application, databases, networks and related systems.
  • Develops software development strategy, analytical approaches and work plans for designing, developing, testing and implementing systems software in assigned application.
  • Performs the analysis necessary to develop work plans for systems design, development, validation, testing and quality assurance, implementation and maintenance phases of projects assigned.
  • Provides technical guidance to user representatives in the formulation of requirements and advises on alternative methods of approach which often involves complex systems design and development techniques.
  • Develops instructions and guidelines on the development process for potential applications for programmatic software.
  • Plans, coordinates and conducts the systems subject matter analysis and/or software development required to implement and maintain major portions of SSA?s programmatic systems.

Qualifications

To qualify for appointment to the Recent Graduates Program, applicants must have completed all requirements of an academic course of study leading to an associate's, bachelor's, master's, professional, doctorate, vocational, or technical degree or qualifying certificate program from an accredited educational institution within the 2 years preceding appointment. Applicants do not need to have a conferred degree or certificate at the time of application. However, applicants scheduled to graduate or receive a degree or certificate after the closing date of the announcement must be able to provide an official copy of transcripts with the date the degree or certificate was conferred at the time of appointment.

Preference-eligible veterans who, due to military service obligations, were precluded from applying to the Program during any portion of the 2-year eligibility period are entitled to a full 2-year period of eligibility upon release or discharge from active duty. In no event, however, may the eligibility period extend beyond 6 years from the date on which the preference eligible veteran completed the requirements of an academic course of study, when a qualifying degree or certificate was conferred.

FOR RECENT GRADUATE ELIGIBILITY: The transcript(s) or official letter from the registrar's office MUST include either the date your degree or certificate was conferred OR the anticipated date the degree or certificate is scheduled to be conferred. To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition, to qualify for this GS-7 level position, applicants must possess at least one of the following by the time of appointment:

A) 52 weeks of specialized experience at or equivalent to the GS-5 level (or above) in the federal service, which is in or related to the work of the position to be filled, that has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related work involves assisting with, supporting, or performing systems analysis, design, development, or maintenance of networks, systems, software, or applications. Qualifying experience must include assisting with, supporting, or performing any of the following: defining user or customer needs, establishing system requirements, providing systems administration or network support, developing code for web, mainframe, or mobile applications to solve defined problems, developing test cases, performing testing or validation, ensuring continuous operations of systems, applications, or networks, OR maintaining or updating live systems, applications, or networks; OR

B) A bachelor's degree AND superior academic achievement. The educational degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Superior academic achievement is defined as: (1) graduating with at least a 3.0/4.0 GPA; (2) graduating in the top third of the graduating class; or (3) membership in a national scholastic honor society; OR

C) One full year of graduate level study, or a Master's or higher degree, e.g., Ph.D., etc., in a field that provided the knowledge, skills, and abilities to do the work of the position. The educational degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

The SSA Recent Graduates Program (Program) provides Recent Graduates with entry-level developmental experience and is designed to lead to a career in the Federal government. Program participant(s) are placed in excepted service appointments, not-to-exceed 1 year.

Note: This position is being filled on a full-time basis. This is a 1-year developmental program. After successful completion of the program, you may be non-competitively converted to a term (not to exceed 1-4 years) or permanent appointment.
