Summary

The incumbent serves as an IT Specialist in one of the Associate Commissioner level offices in the Office of Systems and is responsible for the complex analysis, planning, design, development, testing, validation and/or support of programmatic software for Social Security programs, such as Medicare, in a comprehensive multiple-platform environment. Ensures the integration and implementation of application, databases, networks and related systems.

Duties

Help
  • Develops software development strategy, analytical approaches and work plans for designing, developing, testing and implementing systems software in assigned application.
  • Performs the analysis necessary to develop work plans for systems design, development, validation, testing and quality assurance, implementation and maintenance phases of projects assigned.
  • Provides technical guidance to user representatives in the formulation of requirements and advises on alternative methods of approach which often involves complex systems design and development techniques.
  • Develops instructions and guidelines on the development process for potential applications for programmatic software.
  • Plans, coordinates and conducts the systems subject matter analysis and/or software development required to implement and maintain major portions of SSA's programmatic systems.

Qualifications

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition, to qualify for this GS-9 level position, applicants must possess at least one of the following by the time of appointment:

A) 52 weeks of specialized experience at or equivalent to the GS-7 level (or above) in the federal service, which is in or related to the work of the position to be filled that has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related work involves performing basic design or development of software or applications. Examples of qualifying experience include performing the following: developing code for web or mobile applications, working in a modern development environment and using modern development languages or platforms.
OR
B) A master's or equivalent graduate degree (e.g., LL.B. or J.D., if related) in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks;
OR
C) 2 full years of progressively higher level graduate education (generally at least 36 semester hours) leading to a master's or equivalent graduate degree (e.g., LL.B. or J.D., if related) in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

In addition, applicants must meet the Selective Placement Factor: Skill in applying modern software development concepts.

To demonstrate this ability, applicants must have and demonstrate 2 out of the following 3 experience indicators:

  • Experience using tools such as GIT, Bitbucket, Jenkins or Maven in a Modern Development Environment.
  • Experience coding software or applications using Java, Angular, React.js or Node.js.
  • Experience developing on platforms such as Pega or ServiceNow.
