Duties

Help
  • Plans and organizes work. Plan work to be accomplished by subordinates, establishes priorities and prepares schedules for completion of work.
  • Make changes of work and assignment of functions/duties to positions to use employee skills, accommodate changes in workload, improve work flow, reduce back logs and provide timely processing of military pay actions in the unit.
  • Provides advice and guidance on more complex/difficult matters of the military processing realm, provides instructions and guidance for operation of the automated system.
  • Discusses proposed changes with supervisor and initiates action for implementation. Coordinates with representatives of other units concerning matters of work accomplishment, priorities and procedures.
  • Performs nonsupervisory work equivalent to that performed by subordinates, as necessary to combat work slow down due to personnel absences, peak workloads and backlogs to ensure timely, accurate, and efficient processing of military pay transactions.

Qualifications

Time in Grade:
For entry at the GS-07 level, must have served 52 weeks as a GS-06 or higher grade in the Federal Service.
For entry at the GS-08 level, must have served 52 weeks as a GS-07 or higher grade in the Federal Service.

GS 07 Specialized Experience:
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-06 grade level in the Federal service, or comparable in difficulty and responsibility to GS-6 if outside the Federal service, is required.

Specialized experience is defined as: reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military payroll transactions; determining entitlements; examining and verifying all documents for propriety, completeness and accuracy; and running reports to monitor workload and providing technical support on standard procedures to coworkers

GS 08 Specialized Experience:
For the GS-08, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service, is required.



In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies:
Communication, Concepts, Policies, and Principles of Payroll, Financial Management Systems, Fundamentals and Operations of Military and Civilian Pay, and LeadershipQualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Education

Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements).

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-08 LEVEL: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http:// www2.ed.gov/admins/finaid/accred/index.html ).
