Duties

The incumbent works under the general supervision of the Logistics and Facilities Management Section Head, National Library Service for the Blind and Print Disabled (NLS), in overseeing and coordinating service unit wide logistics and facility management programs, projects and activities. To include onsite and offsite logistics and facility operations for both government leased and contracted operations. Project Manager lead projects, conducting extensive studies, assembling and coordinating project teams, managing project budgets and facilitating the development of and overseeing quality assurance processes.

Serves as principal assistant and advisor to the Section Head on matters related to strategic and operational planning, organizational development, budget planning, information services and technology. Provide assistance with maintaining facilities, facility operations, logistics operational contracts, movement and storage of goods for and to headquarters, NLS multi-state regional fulfillment centers, volunteer machine repair groups and regional network libraries.

Duties are carried out with a high degree of independence, receiving assignments and work guidelines in terms of general policy and broad program objectives.

The incumbent serves as an agency liaison with Integrated Support Services, represents NLS in providing advice, and conducting negotiations with other government agencies, the Architect of the Capitol, General Services Administration (GSA), architects, engineers and other specialists related to logistics, facility planning, management and related activities. Supports planning of building tenant improvement and new construction and oversight activities

Leads project planning and implementation efforts in accord with project requirements. Facilitates defining the project scope, goals and deliverables with NLS management and the project team. Plans and schedules project timelines. Defines project tasks and resource requirements and develops project plans. Conducts extensive research to gain an understanding of business environments, customer and operational requirements, agency limitations, decision making processes, budgets and strategies to create an effective project planning and implementation strategy. Assembles, coordinates or participates with an integrated project team with the necessary skill sets for each project phase.

Gathers, interprets, and analyzes information to develop findings and prepares reports and documents. Assesses program effectiveness or the improvement of complex program and management processes and systems or projects. As appropriate, contacts other organizations and agencies to obtain information and seek models for dealing with various issues.

Provide support to the Directorate in analyzing operational and strategic issues and their implications. Makes recommendations, solves problems, and/or takes corrective action when needed. Applies a broad knowledge of Library and NLS organization and operations in overseeing and/or conducting analytical and evaluative studies, often requiring coordination of the efforts of others that deal with difficult issues or problems facing NLS that often provide the basis for major NLS management initiatives.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to plan and manage logistics or facility projects or programs.**

Ability to provide program management, evaluation, and oversight.**

Ability to perform research and analysis to improve logistics or facility programs.**

Ability to build and maintain relationships with individuals from varying backgrounds and levels.

Ability to analyze problems and make recommendations in areas of logistics and facility projects.
