This position is located within the Advisory Council on Historic Preservation (ACHP), Office of Federal Agency Programs (OFAP), Federal Property Management Section (FPMS), located in Washington, DC.
At the full performance level GG-14 the major duties of this position include, but are not limited to the following:
1. Assigns to and reviews work of staff assigned to the FPMS. Specifically, the incumbent is responsible for ensuring that the work assigned to her/his unit is carried out in a timely and professional manner by subordinate staff. The incumbent may be responsible for handling several complex, controversial Section 106 case reviews at any one time when circumstances warrant;
2. Assists professional staff in the management of a broad array of complex or controversial projects assigned to them to ensure that the requirements of Section 106 are fully met;
3. Oversees or assists OFAP staff in developing program alternatives which improve federal agencies' coordination of Section 106 reviews. The incumbent monitors agency performance under such program alternatives once approved and reports on the effectiveness of these arrangements;
4. Directly consults with federal agencies and other stakeholders to develop programmatic, policy, and procedural improvements that assist an agency in complying with the requirements of Sections 106, 110, and 111 of the NHPA; and
5. Assists the Director of OFAP in evaluating and working with state and tribal historic preservation programs to help improve their overall participation in the Section 106 process and developing outreach to these stakeholders to help them overcome obstacles to effective utilization of the Section 106 review of federal undertakings.
The ACHP has determined that the duties of this position are telework eligible. While newly hired employees usually must complete a 6 month review before becoming telework eligible, based on the current situation with employees working remotely due to the COVID-19 pandemic, any newly hired employee may begin teleworking immediately.
Salary Information
GG-14 (Step 1 $122,530 - Step 10 $159,286) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

A preliminary background check must be completed before a new employee can begin work with the Advisory Council on Historic Preservation (ACHP). The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
