Note: OIG employees are temporarily operating in a 100% telework capacity. This position will NOT be a permanent remote work or 100% telework position. If selected, you will be expected to report to the Sacramento, CA duty station within 15 business days of when the OIG begins returning employees to the office

As an Auditor, GS-0511-12/13, you will lead, plan, and conduct complex performance audits, inspections, and evaluations of DOI programs and operations. Your work encompasses matters important to Indian and Native American communities and natural resources, land, and wildlife management. In doing the following, you will contribute to improving the effectiveness and efficiency of the DOI.

  • Lead, plan, and conduct complex projects, which include reviewing and auditing procedures, systems, and programs for efficiency and effectiveness and determining the extent of compliance with laws, regulations, and policies. Develop audit and evaluation plans, adapting them to special circumstances as needed.
  • Gather, analyze, and interpret qualitative and quantitative data and documentation to determine areas of risk, further examination, and compliance.
  • Develop findings and determine their relative significance. Develop practical recommendations for making improvements or corrective action. Thoroughly document all work performed through work papers and assure that conclusions reached are fully supported.
  • Write, review, and edit reports, interview summaries, and briefing materials to cover work performed and findings. Synthesize material submitted by team members into final reports according to established guidelines.
  • Brief and advise internal management and DOI officials on the work performed and conclusions reached. Advises others on technical auditing issues.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Minimum Qualifications GS-12:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service performing all of the following:

  1. Planning and performing audit assignments
  2. Developing recommendations for corrective action or improving operational efficiency/effectiveness, AND
  3. Preparing audit work papers or reference documents

Minimum Qualifications GS-13:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service performing all of the following:
  1. Developing audit plans to include items such as scope, objectives, and procedures
  2. Advising others on issues encountered in an audit
  3. Writing, editing, reviewing audit reports or work papers, AND
  4. Briefing management officials on work performed and findings

Education

You must meet the Basic Education Requirement for positions in the Auditor series

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
