Duties

Help

The Directorate Data & Analytics Officer (DDAO) would be responsible for establishing and managing directorate-wide data vision, data governance, quality, architecture and analytics-ensuring ENG maximizes the value of its data assets to fulfill the missions of the directorate. Specific duties include the following:

Works closely with the ENG Senior Management team to address and provide advice on the ever-growing data resources and needs to enable ENG to utilize information to improve operational efficiency and support data-driven decision making and strategy setting. Including:

  • Administer knowledge of NSF mission and grant management, proposal and award data & system structure processes, and string technical experience in data science, to advise ENG executive leadership on the directorate’s data & analytic initiatives, and to develop ENG data & analytics vision and strategic plan; 
  • Lead directorate-wide data analytics working group and develop partnerships across divisions to execute the data & analytics strategic plan; 
  • Foster a culture of data-driven decision making and data sharing within ENG directorate.  Promote data services; 
  • Serve as ENG advisor and liaison in NSF foundation-wide working groups such as Enterprise Architecture Working Group (EAWG) and Data Warehouse Data Population Project (DPP) etc.; Represent the Program, Division, Directorate and Foundation, within the scientific community, with other NSF Divisions, other agencies and organizations, and the public, accurately reflecting NSF policy and positions; 
  •  Utilize NSF expertise to create and maintain linkages to other NSF units and other Federal agencies in pursuit of the overall NSF Mission. Develop partnerships with other NSF directorates that further development of data products and services; 
  • Assist in the development of short-and long-range strategic plans, establishing objectives for research programs and program evaluation. Provide scientific evaluation and technical advice for programs at NSF, including international and cross-directorate programs.

Develop and implement an effective data governance structure in ENG with a focus on strategic data asset development, including:

  • Develop and guide data management policies and practices to ensure data is available, reliable, consistent, accessible, secure and timely across the directorate to support the missions and activities of ENG; 
  • Oversee the ENG data governing body, the ENG directorate-wide data analytics working group, to accomplish the following:
    • Track data collection, data purchases, database, data models, and linkages between datasets;
    • Align and standardize data models; 
    • Standardize data reporting, interpretation and practices; 
    • Improve data quality and develop data quality measures and practices; 
    • Oversee the execution of the data management policies and procedures; and
  • Establish a communication and interaction model to maintain regular engagement with ENG leadership and ENG divisions

Design robust data architecture and leverage sound infrastructure – enabling ENG to maximize opportunities for data analytics innovations while meeting NSF data compliance mandates in privacy and security. Including:

  • Design data architecture to standardize how data is sourced, integrated, aggregated and consumed across the directorate; 
  • Improve links between siloed databases and data stores to optimize the quality of data repositories;
  • Leverage NSF infrastructure and technologies in data management, data collection, data storage, etc. to implement the data architecture blueprints; 
  • Utilize strong experience with NSF enterprise systems and great familiarity of NSF proposal and award data structures, to identify technologies and best practices to help reduce workload and increase operational effectiveness within ENG.

Establish comprehensive ENG data analytic strategic plan and building capabilities to help the directorate gain insight and perspective on ENG data, and support both tactical and strategic decision-making. Including:

  • Exploit comprehensive knowledge and working experience in data analytics establishing ENG analytics governance in order to:
    • Align the analytic activities/initiatives with the ENG mission,
    • Monitor the progress of analytics projects, 
    • Prioritize key strategic initiatives and projects, and 
    • Create an analytics roadmap to demonstrate the value that will be delivered by leveraging analytics and help attain the desired level of maturity over a period of time.
  • Direct analytic innovations through data discovery and data exploration to assist directorate and/or division to strategically advance its missions(s);
  • Provide unified data analytics and reporting services;
  • Identify data commonalties and foster data reuse and standardization across the directorate, to reduce operational cost and improve data reporting turnaround time. 
  • Balance the immediate ENG tactical needs with longer-term ENG strategic objectives in a sustainable and cost-effective way.

Qualifications

You must meet eligibility and qualification requirements by the closing date of the announcement.

Candidates must have a Ph.D. in a field of engineering or science covered at NSF, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master’s degree in a field of Engineering or Science covered at NSF, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.

Additional information

Relocation expenses will NOT be paid.
