Summary

Serves as the Director of the Human Resources Division (HRD) in the Office of Resource Management (ORM), Office of the Inspector General (OIG) at the Social Security Administration (SSA). Serves as principal advisor to OIG senior executives on a broad range of human capital policies, programs, and initiatives. Provides leadership, guidance, and consultation to a nationwide organization of approximately 500 employees on a comprehensive range of human resources management issues.

Duties

Help
  • Directs subordinate staff, ensuring the quality and timeliness of their work products by providing administrative and technical guidance.
  • Assigns and prioritizes work, resolves policy and procedural issues presented by subordinates, interviews and recommends selection of employees.
  • Identifies subordinates' training needs, evaluates their performance, resolves employee complaints, reviews standards, and assures equity of appraisals prepared by subordinate supervisors.
  • Conducts independent analysis of controversial matters and provides expert advice, guidance, and support to the Assistant Inspector General (AIG).
  • Advises Deputy AIG (DAIG) for ORM on complex, sensitive, and mission-critical issues. Makes recommendations and decisions on human resource issues that cross component lines and have a broad impact on OIG operations.
  • Provides leadership to comprehensive nationwide recruitment, placement, and employee training and development programs designed to meet OIGs continuing human capital needs.
  • Develops and operates a continuing and timely nationwide program of position management and position classification designed to ensure clarity of duties, assignments, and equity of position allocations.
  • Provides advice and guidance to management on organizational structure, the establishment of positions and organizations, and prepares Federal Register material.
  • Develops, supports and evaluates a comprehensive program for performance management, performance-based actions, disciplinary/adverse actions, and criminal misconduct/suitability matters for OIG employees.
  • Directs the development and continual evaluation of OIGs succession planning, including preparation of workforce analyses and assessments.
  • Develops human capital strategies that integrate workforce succession, placements, and recruitment strategies into OIGs long-range planning process and mission.
  • Directs the full range of responsibilities related to managing the OIG's SES performance appraisal system. Ensures OIG conducts SES performance management activities timely and in accordance with OPM and OIG SES policy.
  • Supports the AIGRM and DAIGRM with annual SES data calls and other SES inquiries from OPM.
  • Conducts or directs studies of HR management initiatives having a profound impact on OIG (i.e., recruitment initiatives, diversity initiatives).
  • Develops options and recommendations, assessing the costs and benefits. Oversees implementation and management of adopted initiatives.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position such experience includes developing and implementing human capital policies to meet a diverse spectrum of personnel management objectives for geographically dispersed organizations, including workforce development, recruitment, staffing, and performance management; reviewing legislation, regulations, studies, and reports to develop a variety of human capital programs; and evaluating human capital programs for compliance, effectiveness, and efficiency in managing organizational restructuring.

Position to be filled under the provisions of the Management Officials Promotion Plan. LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:

Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.

This position is eligible for telework.

Relocation expenses will not be paid.

This is a critical sensitive position.
