Summary

Serves as an IT Specialist in the Disability Case Processing System (DCPS) Staff, responsible for planning, designing, and implementing new and improved information systems to meet the business requirements of customer organizations. Incumbent also performs needs analyses for new or improved applications; conducts feasibility studies and trade-off analyses; defines systems scope and objectives; develops functional and technical specifications, and details functional programmatic requirements.

Help
  • This also entails evaluating and recommending sources for systems components, and performing validation of programmatic systems that ensures the integration and implementation of application, databases, networks, and related systems.
  • Performing independently and on project teams responsible for the full development life cycle of programmatic systems and projects.
  • Conducting systems analyses for the planning, design, and implementation of major SSA programmatic systems.
  • Providing technical guidance to and works with users on the formulation of requirements for a proposed application. Works with users to define problems, designs solutions, test and implement new or revised programmatic systems.

Qualifications

Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; and is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Applicant musts have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include: Experience applying comprehensive knowledge of IT concepts, theories, designs and interactions of programmatic systems to the planning, design, and implementation of new and improved systems that offer solutions to complex problems where precedents do not exist. Such IT experience MUST include experience in writing test scenarios and submitting defects in Version One.

NOTE: This specialized experience is REQUIRED and must be explicitly documented/described in your resume or you will be disqualified from further consideration. Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated. Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the Minimum Qualification Requirements will automatically be placed in the Best Qualified Category.
