The Office of the Inspector General is seeking a Criminal Investigator who will be responsible for carrying out all investigations and related activities of the OIG that are necessary to comply with the intent of the Inspector General Act of 1978, as amended. The duties of the position include the following:
Independently plans, organizes, and conducts extremely difficult and complex investigations of alleged or suspected violations of federal criminal and civil laws and administrative regulations.
Testifies before grand juries, courts and administrative hearings on investigative results.
Assists the NSF Office of Investigations' managers and the Special Agent-in-Charge in planning, developing, and implementing management goals.
Conducts face-to-face and long-distance interviews and conversations to obtain information or interrogate individuals or to defend, negotiate, or testify regarding sensitive matters.
Conducts technical investigations using devices and procedures, including consensual monitoring and electronic communications.
Evaluates specific situations on the basis of current law, specific court decisions, and policy to determine appropriate investigative techniques.
Prepares comprehensive and coherent investigative reports.
Recommends appropriate corrective measures, policy changes, and new techniques.
Renders expert testimony in judicial and administrative proceedings concerning technical investigative aids and techniques.
Develops draft policies, criteria, and procedures to resolve complex investigations and complete special projects.
Develops and implements training strategies to implement new policies, criteria and procedures.
Prepares and presents lectures at informal training sessions on the use of technical investigative aids and operations.

This is a non-bargaining unit position.
To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes independently conducting complex investigations of Federal grants as they relate to allegations of fraud, bribery, misuse of funds, false claims, mismanagement, conflicts of interest, unethical behavior, etc. Applicant should also have experience assessing organizational operations for potential adverse effect on agency objectives and reputation.
In addition to meeting the specialized experience requirement described above, all candidates must meet the following selective factor. Candidates who do not show in their resume that they meet the selective factor will not receive consideration for the position.
Selective Factor: Extensive documented grant and/or contract fraud experience.
Applicants are subject to the maximum entry age into federal law enforcement positions. The maximum entry age is the date immediately preceding an individual's 37th birthday, UNLESS you are eligible for veteran's preference (proof of eligibility must be submitted with your application). Also considered eligible will be those individuals presently serving in or having served in a position covered by the Federal Law Enforcement Officer (FLEO) retirement provisions.
The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. The applicant must successfully complete a physical examination. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause applicants to be a hazard to themselves, or others is disqualifying. This position requires a medical health screening examination for the initial hire and bi-annual upon acceptance.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
