As a Housing Innovations Specialist, you will:

  • Work as part of a team testing and evaluating innovations in the delivery of low-income housing assistance.
  • Play a role in the development of nationwide policies and procedures relating to the Moving to Work demonstration.
  • Assist in the development, interpretation and implementation of policies and procedures for MTW participants and their activities on the basis of applicable statutory and administrative requirements and the negotiated agreements.
  • Maintain and develop contacts and convene meetings with key players both inside and outside of HUD involved in planning and implementing innovations in public housing and low-income housing assistance.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: To be qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level. This experience is defined as:

  • Working with the Moving to Work demonstration; AND
  • Working with public housing, voucher, or other affordable housing programs; AND
  • Maintaining and developing contacts and convening meetings with key players on affordable housing program issues; AND
  • Analyzing issues/problems, developing strategies, and presenting solutions to senior management and high level officials, orally and in writing; AND
  • Communicating through oral presentations, written communication, documentation, and report writing.

Specialized Experience: To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level. This experience is defined as:

  • Working with public housing, voucher, or other affordable housing programs; AND
  • Maintaining and developing contacts and participating in meetings with key players on affordable housing program issues, AND
  • Analyzing issues/problems, developing strategies, and presenting solutions to senior management and high level officials, orally and in writing; AND
  • Communicating through oral presentations, written communication, documentation, and report writing.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
