Only current or prior service members of one of the military branches, separated for less than 3 years, currently certified as an ATC Specialist, and willing to join the WYANG prior to appointment will be considered for this vacancy.
This position is located in Wyoming Air National Guard (ANG) Airlift Wing, 243d Air Traffic Control (ATC) Squadron. The primary purpose of this position is to provide tower, radar, and non-radar air traffic control (ATC) services to military and civilian aircraft operating under Instrument Flight Rules (IFR), Special Visual Flight Rules (SVFR), or Visual Flight Rules (VFR). Provides terminal ATC services to aircraft operating from primary and/or secondary airports within delegated airspace. Manages and directs controller actions and functions in Tower and Radar facilities as the primary watch supervisor and/or senior controller.
(1) Performs air traffic control duties in the control tower and radar facility. Directs movement of aircraft in flight and on the ground by utilizing pilot and controller reports, visual observation, and/or tower and radar facility radar displays, or a combination of methods and in close coordination with other controllers.
(2) Provides assistance to both experienced professional and inexperienced student pilots within the airspace and ensures expeditious traffic flows are maintained.
(3) Operates, trains, and provides preventative maintenance on a host of automated communications and display hardware and software systems that are integral and vital to the operation of the air traffic control facility.
(4) Provides direction to all controllers in the safe, orderly and expeditious flow of air and ground aircraft and vehicle traffic.
(5) Conducts and directs aircraft mishap and hazardous air traffic systems reporting.

KEY REQUIREMENTS:
Military members: Submit vMPF rip, DVR, ERB, PDR/ERS, MBS, or equivalent record with application.
Prior service members: Submit a DD Form 214 current within 3 years.
Must submit DD Form 2992, Medical Recommendation for Flying or Special Operational Duty (e.g. Civilian Class II Certification) or equivalent with application.
Must submit ATC/Weather Certification and Rating Record (e.g. AF Form 3622 or equivalent); or FAA license of current ATC certifications.
Must submit valid ATC and/or CTO certificates with application.
ATC/CTO certifications must show possession of radar and tower experience.
Must provide 3 years of performance evaluations with application. If none or less than 3, provide a letter of recommendation from a supervisor.

EMPLOYMENT CONDITIONS:

CONDITIONS OF EMPLOYMENT:
Must be facility-rated in all assigned facilities, and maintain proficiency. Must meet and maintain on a continuing basis, the physical and mental qualification standards for ATC duty. Irregular and overtime (compensatory) hours may be required. Incumbent must exercise a high level of judgment and discretion, demonstrate verbal and written skills, and the ability to meet and deal with high-ranking military and civilian personnel. Must possess ability to make rapid and precise judgments in real-time work situations, be able to remain calm under conditions that are stressful, and to coordinate at times many different processes at once, while adjusting rapidly to changes in the traffic pattern and tempo of work activities.

AREA OF CONSIDERATIONS:
Primary consideration will be made from Areas 2 and 4. If referrals are not made from the target category, subsequent referrals may be made from Area 6 (if eligible).
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Air National Guard. (Must possess AFSC 1C1X1) Area 4: All current military members of the Wyoming Air National Guard. (Must possess AFSC 1C1X1)
Area 6: Current military members and prior service members separated for 3 years or less from date of advertisement closing from any branch of the military to include US Air Force, US Army, US Navy, US Marine Corps, US Coast Guard, Reserves, and National Guard components. Must be willing/eligible to join the Wyoming Air National Guard, 243d Air Traffic Control Squadron as a military member prior to appointment to position.

GENERAL EXPERIENCE:
All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position.
Applicants must possess valid ATC Specialist Certificate and/or Control Tower Operator Certificate and certified in both tower and radar and worked ATC within past three years.
Applicants for positions that have duties of an arduous nature must meet the medical standards.
SPECIALIZED EXPERIENCE: For the GS-9:
Must have at least 12 months experience equivalent to the GS-07 or Trainee Controller not rated in any ATC facility, but gaining experience in the trade.
The GS-09 terminal controllers, under close supervision and guidance, assist controllers of higher grades in the performance of their duties.
Must have terminal controller experiences in issuing instructions to aircraft and vehicles on all parts of the airport except the runways in use.
Experiences in issuing taxi instructions and relaying departure clearances from the center to the terminal controller and to the pilot.
Experiences in determining when aircraft and ground vehicles may safely cross active runways and issue instructions to avoid collision between vehicles and aircraft.
Experience in a military or civilian air traffic facility.
Operated fixed and tactical ATC towers, Ground Control Approach GCA radars and airspace information centers (AICs).
Initiated and issued air traffic control clearances, instructions and advisories to ensure safe, orderly and expeditious flow of air traffic under instrument and visual flight rules.
Operated and maintained vehicles, tactical/fixed base ATC equipment and navigational aids (NAVAIDs).
Assisted in the installation and relocation of tactical ATC facilities.
Applied air traffic control rules, procedures and regulations.
Processed flight plan data.
Formulated and issued ATC clearances, advisories and control information.
Maintained logs, records, files and recordings of voice communications.
Interpreted and relayed Notices to Airmen (NOTAM) information.
Reads and interprets DoD Flight Information Publications (FLIPS) and aeronautical charts.
Analyzed air traffic to identify and resolve potential conflicts.
Controlled airborne and ground traffic on and in the vicinity of the airport.
For the GS-11:
Must possess at least 12 months experience equivalent to at least GS-9 or GS-10, respectively (A GS-10 Is the first level of independent performance of all control functions in non-approach and non-radar approach control terminals.);
Be a graduate of a formal DoD/DOT basic air traffic control course and be able to obtain and maintain a facility-rating in a single ATC facility (Radar Final Control (RFC)/Ground Controlled Approach (GCA)/Control Tower);
Perform regular duties in terminal operations, issuing control instructions to aircraft operating under visual or instrument flight rules or combinations of both;
Experience in a military or civilian as an Air Traffic Controller in a single ATC facility-rated control tower air traffic facility;
Experience initiating and issuing air traffic control clearances, instructions and advisories to ensure safe, orderly and expeditious flow of air traffic under instrument and visual flight rules;
Experience conducting ATC facility training; experienced in briefing shift personnel on runway utilization, airfield conditions and weather/ground activities;
Experience in preparing and updating flight following maps; performed some shift supervision duties in a tactical or fixed tower, radar, or AIC; experienced work as a tactical air control team (TACT) leader in a tactical terminal control system (TTCS) or have experiences on deployed teams to remote areas to secure and set- up forward area refueling and rearming points (FARPS), LZs, HLZs, DZs and PZs; and experience maintaining current DoD and DOT/FAA publications, ATC facility logs, forms, records and situation maps.

Education
High school or general equivalent degree is mandatory. An undergraduate academic specialization in a technical discipline with courses in administration and management is desirable. Must be a graduate of a formal DoD/Department of Transportation (DOT) Basic Air Traffic Control course.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Air Traffic Controller duties and responsibilities. Dependent on career levels, applicant must have experiences, certifications, and capabilities in the following:
Collecting and analyzing data quickly and accurately;
The ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective two-way radio communication; and must have the ability to write English in reports and presentation formats;
Applying procedures and directives by reading and interpreting technical material.
Air Traffic Control (ATC) Specialists must be capable of obtaining and maintaining, within upgrade training time thresholds, all position certifications and/or facility-ratings required to perform ATC duties in a specific air traffic control facility;
Must possess a valid Air Traffic Control Specialist Certificate (FAA Form 7220-1)/Control Tower Operator (CTO) or Appropriate Federal Credentialing certification and authorized to perform air traffic control duties;
In accordance with the Code of Federal Regulations (CFR) 14, Part 65, Subpart B, Air Traffic Control Tower Operators, control tower personnel must possess a valid Control Tower Operator (CTO) certificate. This applies to any issuance of air traffic control instructions to airborne aircraft and aircraft on the ground, unless under direct supervision by a qualified air traffic controller. These certificates demonstrate knowledge and skill in meteorology, basic air navigation, standard ATC communications procedures, types and use of navigational aids (NAVAIDS), and directives, regulations, and instructions that regulate air traffic control;
Position certifications/facility-ratings require practical and academic knowledge of the local air traffic control system and operating intra/inter facility coordination. It also includes communication systems, ATC radios, Local Area Information (LAI) and specific procedures associated with the facility; and,
A GS-11 and higher Air Traffic Control Specialist is a graduate of a formal DoD/DOT basic air traffic control course and will obtain and maintain facility-ratings in dual ATC facilities (RFC/GCA/Radar Approach Control (RAPCON)/Control Tower). This level includes a variety of assignments and work situations in the terminals. A GS-11 is typically the first full performance level of control work in radar approach control terminals. Also included at this level are full performance level control positions in non-approach control and non-radar approach control terminals where the performance requirements are substantially higher than at the GS-10 level.
