The incumbent functions as the Maintenance and Operations Supervisor (M&O Supervisor) for Facility Service. S/he has full responsibility for the supervision of four (4) trade shops. S/he is under the direct supervision of the Assistant Chief, Engineering Service. Incumbent is primarily responsible for the administration and secondary supervision of one (1) shop supervisor in the Plumbing/HVAC trades. Incumbent is primarily responsible for the administration and direct supervision of one (1) shop supervisor in the electrical, electronics, carpentry, locksmith, and preventive maintenance inspection trades. The work performed by the different units is critical to the operation of the medical center. S/he shares responsibility for approximately 14 permanent tradesmen including plumbing/pipefitting, HVAC, electrical, electronics, carpentry, locksmith, and preventive maintenance inspection trades. The M&O Supervisor is held accountable to the Assistant Chief, Engineering Service, and upper management officials for continuity of operations for the Manchester campus; an ambulatory medical center that contains multiple buildings including OR's, laboratories, research facilities and CLC operating 24/7. He/she consults and oversees issues at outlying leased facilities as needed.

Incumbent is responsible for the operation, maintenance, and repair of building service equipment, utility distribution systems, HVAC Systems, Potable Water System, Steam Distribution System, Sanitary Sewer System, Compressed Air Systems, and Medical Gas/Vacuum Systems, electrical systems, emergency electric generating systems, installation of small equipment, and repairs and maintenance of other items. Reads and interprets blueprints, manuals, NFPA, NEC, IPC, and all other applicable codes. Incumbent must have technical knowledge of multiple utility systems. He/she must keep abreast of new materials, tools, methods, construction techniques and building codes and be able to adapt and establish new methods and techniques to accomplish the work of the section. Incumbent follows up and ensures compliance with fire/smoke barrier penetration work to ensure penetrations are replaced/sealed and documented as repaired upon completion of work. Conducts inspections to assure quality control of work performed by engineering staff. Conducts life safety inspections and assigns work from such inspections to the appropriate unit. Creates follow-up measures on critical or urgent items identified during internal and external inspection activities (i.e. Environment of Care (EOC) Rounds, Joint Commission, OSHA, Annual Workplace Evaluations (AWE), etc.). Analyzes the physical plant utilities and subsystems for proper maintenance and visually assesses conditions of maintenance/repair activities. Incumbent assists the Assistant Chief in maintaining the Environment of Care.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: This position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds. Incumbent may work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the healthcare trades and various types of clinical infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear and self-manage appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
